In its appointments the Council shall endeavor to develop a Commission versed and competent in telecommunication administration, finances and regulation. ENVIRONM2EN"rAL STEW- ARDSHIP ADVISORY COM3tHSSION Sec. 16.5-21. Created; Composition: There is hereby created an Environmental Stewardship Advisory Commission, which shall consist of seven (7) members, who shall all be residents of the City, mad shall include a mem- ber representing those who will inherit f. he environment (a person be~veen the ages of 16 and 20 at time of appointment), and six (6)' members who shall include representation from diverse segments of the City's population. It is desirable to select some members who may have helpful backgrounds with environmen- tal/biological ecience, health care, busi- nesw'industry, and environmental/civic groups. Application And Appoint- ment Process: The appointmaent process to the Commission by the City Council shMI include a~ least the following: (1) An application form requesting basic information on the education, training, experience, expec[ations and other quali- fications of the applicant; (2) Notice to and an opportunity for the general public to comment in writing on the qualifications of each applicant; and (3) A formal interview by the City Council to determine the applicant% qualifications and ability to effectively serve on the Coramission. (Ord. 64-93, § 1, 12-6-1993) Sec. 15.5-23. Term; Teton Limits; Filling Of Vacancies; Compensa- tlon: The term of office for a member of the Com- mission, other than the you~ representative, shall be three (3) years, or until a successor is duly appointed. However, two (2) of the initial terms shall be for a term of one year; two (2) of the/nifial terms shall be for two (2) years; and two (2) of the initial terms shall be for three (3) years. The youth representative shall be for a term of one year, expiring en Juno 1 of the following year; the initial term shall expire Juno 1, 1994. Commission member may he removed at anytime with or without cause by a vote of ~wc- rd s (2/3) of all members of the City Couneit. A vacancy on the Commission caused by res- /gnat/on or otherw/se shall be filled by appoint- ment by the City Council for the remainder of the unexpired term. Members of the Comm/ssion shall serve w/th- out compensation except for actual expenses, which shall be subject ~ approval by the City Council. Duties: The duties of the Commission shall be as follows: (1) To develop, articulate and propose goals, objectives and policies for the steward- ship of the Citfs environment and ecolo~cal systems for present and future generations. An initial report to City Council should be completed within a year and thenceforth periodically. It shall also include sections on the current condition of the City's natural environ- ments and on the progress being made in Sugp.
