Koch, Public Works Director TO: FROM: SUBJECT: CITY OF DUBUQUE, IOWA MEMORANDUM September 26, 2001 Michael C. Van Milligen, City Manager Michael A. Koch, Public Works Director Vacating Petition - Alley West of College Street and southwest Corner of West Fifth & College INTRODUCTION This is in response to a request from The Finley Hospital for the vacating of an alley west of College Street and the southwest corner of West 5th Street and College Street. DISCUSSION The attached plat shows the areas proposed to be vacated. The abutting properties are owned by The Finley Hospital. Finley Hospital plans on expanding an existing parking lot along the alley with future improvements planned to the east. The area to be vacated is divided into two lots numbered Lots 7A and 8A of Finley Home Addition in the City of Dubuque. Lot 7A is an existing 20-foot wide alley. Lot 8A is an area of excess right-of-way located at the southwest corner of West Fifth Street and College Street. The property has been valued at $1.25 per square foot, for a total of $9,805. A credit of $1,500 for surveying and platting, reduces the purchase price to 98,305. RECOMMENDATION The City has no plans for the utilization of the alley and right-of-way to be vacated. I would recommend that the areas indicated by Lots 7A and 8A of Finley Home Addition in the City of Dubuque on the attached plat be vacated, and that a public hearing be set for the disposition of the City's interest in the subject area on October 15, 2001. I would further recommend that the purchase price be established at $8,305, plus platting, publication, and filing fees. ACTION TO BE TAKEN The recommendation of the City Manager should be approved and a public hearing should be scheduled on the disposal of the property through adoption of the enclosed resolutions and ordinance. To expand site parking for our Medical Office Building, The Finley Hospital r~quests that the City of Dubuque vacate the alleyway from College Street ,,vest to the intersection with an alleyway from 5th Street (see attachment). On October 1, 2001 Finley will take possession of all the properties that border both sides of this alleyway. Also Finley requests that the City vacate the tr/angle green space on the Southwest corner of the College Street and 5t~ Street intersection (see attacttment). Finley has requested HGA, the Project architects, to develop site options for the additional property we have acquired east of the Medical Office Building. The preferred site option would then come to the City for approval from ail'appropriate city departments. We assume that the process for Finley to purchase the requested vacated property would be similar to the Exclus]ve Option used in February 1999. As in the past, we look forward to working with you and welcome your input. Please contact me with any questions or comments you may have. GKANDVIEW AVENUE DUBUQUE, IOWA 52001-6392 319-582-1881 The Honorable Terry Duggan Mayor of Dubuque City Hall 50 West 13th Street Dubuque, IA 52001 Dear Mayor Duggan and City Cotmcil Members: The Finley Hospital hearby requests that the City of Dubuque vacate Lots 7A and 8A of the Finley Home Addition;(see attacNnent #1). This is the alleyway located from College Street west to its intersection with an alleyway from 5th Street, (see attachment #2). The Finley Hospital owns all properties boarding both sides of this alleyway. Finley also requests that the City vacate a triangle green space on the southwest comer of College Street and the 5tl, Street intersection, (See attachment #2). On Feb 15, 1999, the City approved Finley's request to vacate Allison Place and an adjacent alley. The request to vacate Allison Place was to accommodate the addition of a Medical Office Building to the east of our canapus. At that time, Finley stated that as a priority we would continue to purchase additional adjacent properties as they become available. This will allow development of additional parking for the Medical Office Building, (See attachment #3). Our priority has been achieved with the City's approval of this request to vacate. This is essential to the development of additional Medical Office Building parking. The site designer for Finley's Medical Office Building project have yet to develop a parking layout for this area. All City requirements for the proposed parking will be addressed during this design and we look forward to working with Michael Koch and all appropriate City Departments. Thank you for the opportunity to request the City of Dubuque vacate Lots 7A and 8A: We look forward to your response and to our continuing partnership to making Dubuque the best it c~n be.
