Van Milligen, City Manager Construction of the New Comiskey Building Sealed bids were received for the construction of the new building in Comiskey Park. Leisure Services Manager Gil Spence recommends award of the contract to the Iow bidder, S & S Construction, in the amount of $363,363, which is $49,963 over the architect's estimate. The contract will be for the construction of the new building and accepts Alternate 1, which provides the drinking fountain by the playground. The necessary work for the divider wall is part of the contract and the dividers will be budgeted through the CIP process. I concur with the recommendation and respectfully request Mayor and City Council approval. Michael C. Spence, Leisure Services Manager SUBJECT: Construction of the New Comiskey Building INTRODUCTION The purpose of this memorandum is to provide a recommendation on awarding the contract for construction of the new building in Comiskey Park. DISCUSSION Sealed bids were received on October 5, 2001, for demolition of the two buildings and construction of a new building in Comiskey Park. The Iow bid is $29,118 over the architect's estimate. But $97,528 under the second Iow bid. The architect and I have met with the Iow bidder to review his bid and make sure he did not leave something out. He told us he has reviewed his numbers several times and Comiskey building, page two is confident he can do the work for the price. He is doing most of the work himself and has only a few subcontractors, plus he did not figure in any profit, only his wages. His hope is to get this job to prove he can do larger projects and increase his bonding capabilities. We have checked references and the company gets excellent recommendations. RECOMMENDATION I recommend that the contract for the new building in Comiskey Park be awarded to S & S Construction in the amount of $363,363. This accepts Alternate 1 and Alternate 3 and provides the drinking fountain by the playground and the Geothermal heating/cooling system. The Geothermal system is calculated to pay for itself over a nine to eleven year period from savings in utility costs. The necessary work for the divider wall is part of the contract and we will budget for the dividers through the C.I.P. process. I do not recommend we rebid the project because we got such a good price, and to lower the cost would require a redesign that eliminates the large roof overhang on the front of the building. This area is important to the neighborhood association for the activities they conduct in the park. Cost overruns for the project will be covered from retaining wall construction project ($75,000). These are new walls to be installed in park areas to reduce steep hill mowing, and can be re-budgeted in a later year. ACTION STEP The action requested is that the City Council adopt the attached resolutions adopting the plans and specifications and awarding the contract to S & S Construction. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. Leisure Services Address: 2200 Bunker Hill Rd Phone: 589-4263 RESOLUTION NO.458-01 AWARDING CONTRACT WHEREAS, sealed proposals have been submitted by contractors for the CONSTRCTION OF A NEW BUILDING IN COMISKEY PARK pursuant to Resolution No. 394-01, and notice to bidders published in a newspaper published in the City of Dubuque, Iowa, on the 7th day of September, 2001. WHEREAS, said sealed proposals were opened and read on the 5th day of October, 2001, and it has been determined that the bid of S & S CONSTRUCTION, in the amount of $363,363.00 was the lowest bid for the furnishings of all labor and materials and ped:orming the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to S & S CONSTRUCTION, and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BElT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders.
