Sealed bids were received for the 2001 Harbor Maintenance Dredging Project. Public
Works Director Mike Koch recommends award of the contract to the Iow bidder, Newt
Marine Service, in the amount of $78,880, which is 16% under the engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

2001 Harbor Maintenance Dredging Project
INTRODUCTION
The enclosed resolution provides for the award of the construction contract for the 2001
Harbor Maintenance Dredging Project.
BACKGROUND
The City of Dubuque has a contractual obligation under various riverfront-leased
properties to maintain adequate harbor depths for navigation. The City is required to
perform maintenance dredging operations at several river terminals and marina
locations as required per lease agreements to facilitate adequate depth for
commercial barge and recreational navigation.
Per the current lease agreements, the City is required to dredge six (6) docking
facilities: one located outside the Ice Harbor Gates--Dubuque Terminals (Newt Marine
Service); three of which are located in Dove Harbor--Alliant/Interstate Power, Agri-
Grain and Koch Materials; one located in the Peosta Channel--Peavey Company; and
one located at the Dubuque Yacht Basin (Shanley Marina).
The quantity of material required to dredge the six (6) docking facilities to a harbor
depth, specified per the lease agreements, is approximately 37,100 cubic yards, this
correlates to an estimated cost of approximately $520,000. However, because the
cost to dredge the six (6) docking facilities exceeds the available budget, the
quantity to be dredged has been scaled back to the budgeted funds.
In 1998, the City performed maintenance dredging operations at four (4) of the
above docking facilities, including: Dubuque Terminals (Newt Marine Service);
Alliant/Interstate Power; Agri-Grain; and Koch Materials.
The Dubuque Yacht Basin has waited the longest and has the greatest current need
for dredging operations. It is, therefore, recommended that the City concentrate all
the available funds to this one site.
Below is a list of the leased riverfront properties which outlines the quantity of
material required per lease agreements and the allowable quantity of dredge material
per available funding.

DISCUSSION
The proposed project scope of work includes the mechanical dredging of one (1)
marina area located at the Dubuque Yacht Basin. A map is attached which shows
the dredge project location and the temporary disposal site. The dredged material will
be loaded onto a barge and then off loaded at a temporary disposal site north of the
16th Street Bridge at the Peosta Channel. Therefore, the material will be allowed to
dewater; and under a future contract, the dried dredged material will be loaded into
trucks and transported to an upland disposal site.
During the bid process, it was brought to the attention of staff that the Corps of
Engineers had saturated the marine market over the past 60 days with emergency
repair work. With many potential bidders already under contractual obligations to
complete the Corps work yet this marine season, staff was concerned that the
dredge project specified completion date of December 14, 2001, may discourage
interested bidders.
After discussions with the Dubuque .Yacht Basin, it was determined that a
completion date of May 1, 2002 would be agreeable to complete dredging
operations prior to the start of the 2002 recreational boating season.
In an attempt to encourage competitive bid proposals, prior to receiving bids, staff issued
an addendum, which changed the dredge project completion date to May 1, 2002.
BiD RESULTS
Sealed bids were received for the 2001 Harbor Maintenance Dredging Project on
October 4, 2001. The Iow bid was submitted by Newt Marine Service of Dubuque, Iowa,
in the amount of $78,880.

The project will be funded from the Local Option Sales Tax Fund under a Capital
Improvement Program appropriation in the amount of $50,000 for FY 2002 and a
carryover balance from FY 2001 in the amount of $80,000, for a total available
budget of $130,000.
I would recommend that the construction contract be awarded to Newt Marine Service in
the amount of $78,880, which is 16% under the engineer's estimate, with a project
completion date of May 1, 2002.
After the construction contract is awarded and the pre-dredge marina survey
soundings are completed, the quantity of material to be dredged will be adjusted to
correspond with the available budget. The total estimated cost to dredge the six (6)
docking facilities, as required per the lease agreements, is approximately $520,000.
Additional funds will be programmed for the disposal and placement of the dredged
material at the six (6) docking facilities in Fiscal Year 2003 and future CIP projects
for dredging the balance of the material required for compliance with the leases.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution awarding the construction
contract to Newt Marine Service.

RESOLUTION NO.459-01
RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 12th day of September, 2001, plans, specifications, form of contract
and estimated cost were filed with the City Clerk of Dubuque, Iowa for the 2001 Harbor
Maintenance Dredging Project.
Whereas, notice of hearing on plans, specifications, form of contract, and estimated
cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are hereby
approved as the plans, specifications, form of contract and estimated cost for said
improvements for said project.

AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the 2001 Harbor
Maintenance Dredging Project pursuant to Resolution No. 419-01 and notice to bidders
published in a newspaper published in the City of Dubuque, Iowa on the 21st day of
September, 2001.
Whereas, said sealed proposals were opened and read on the 4th day of October,
2001, and it has been determined that the bid of Newt Marine Service of Dubuque, Iowa, in
the amount of $78,880 was the lowest bid for the furnishings of all labor and materials and
performing the work as provided for in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Newt Marine Service
and the Manager be and is hereby directed to execute a contract on behalf of the City of
Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's bond, the
City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful
bidders.
