Project History
In 2009, Master Plan for Historic Millwork District (HMD) Master Plan, Cunningham Group
(Minneapolis, Minnesota) recommended 9th Street between Bluff St. and Elm St., and 11th
Street, between Central Ave. and Elm St. be converted from one -way to two -way streets.
In 2010, Traffic studies completed to determine if traffic capacity was available in two way
configuration
Veenstra & Kimm of West Des Moines, Iowa identified that this one -way to two -way conversion
was feasible. Study determined capacity is present
DOT wanted additional traffic study to determine appropriate US 52 routing from Central Ave to
US 61/151; IIW completed additional traffic study.
Feasibility Study for Dubuque Downtown Intermodal Center selected HMD site
• Elm Street Connector needs to be removed to make site work
• Traffic Study shows Elm Street, 9th Street, and 11th Street can be converted from one way to
two way streets
• DOT agrees with two way concept, wants to see implementation plans showing proposed
geometric changes and traffic signal changes

Project History
Nuemann Monson Architects are hired to perform schematic design of Intermodal Center
Terminal building; parking structure components; rail platform layout presented at City Council
work session
City receives $8,000,000 State of Good Repair grant from Federal Transit Administration for
an intermodal facility in the HMD. The conversion of 9th and 11th Streets to two -way traffic is
essential for this facility to function adequately.

To accommodate the intermodal center; the Elm Street Connector (E -911) needs to be
removed. Additionally; Elm Street and Pine Street between 9th and 11th Streets will need to be
converted to two -way traffic.
February 20, 2012, City Council approved the consultant selection of IIW, PC (IIW) to
perform the 9th Street and 11th Street one -way to two -way conversion study and the
comprehensive analysis of existing traffic signal timing in the Downtown Business District.
