AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the
meeting was being held in compliance with the Iowa Open Meetings Law.
CALL TO ORDER: The meeting was called to order by Chairperson Mozena at 5:03 p.m.
MINUTES: Motion by Wand, seconded by Kringle to approve the minutes of the August
16, 2001 meeting as submitted. Motion was approved by the following vote: Aye- Kringle,
Gibbs, Mozena, Bradford, Wand and Henson; Nay - None.
Motion by Henson, seconded by Wand, to approve the minutes of the'August 27, 2001
special meeting as submitted. Motion was approved by the following vote: Aye - Kringle,
Gibbs, Bradford, Wand, Henson and Mozena; Nay - None.
NOTE: Commissioner Guinn ardved at 5:05 p.m.
Chairperson Mozena moved Gary Bechtel's Design Review to the front of the agenda at
the request of the applicant.
DESIGN REVIEW: Application of Gary Bechtel for a Certificate of Appropriateness to
construct a wrap-around pomh and a kitchen addition at 538 Wilbur Lane in the W.
11th Street Historic District.
Gary Bechtel presented his application to the Commission. He outlined the condition of
the house. He said'he wants to build a wrap-around porch on the structure like the
picture included in the product brochure he had submitted with his application. He also
stated that he would like to build a conservatory glass structure as a new kitchen. He
explained the location of the proposed conservatory and proposed porch.
Commissioner Bradford stated that she liked the conservatory; however, she would like
to see it trimmed out in wood. Mr. Bechtel said that he doesn't want it to be too
extravagant because of the simple style of the house, but not too simple.
Chairperson Mozena requested they look at the porch and the kitchen as two separate
items.

Mr. Bechtel said he would try to harmonize the addition to the existing structure.
Commissioner Wand felt that the new kitchen addition was a better fit than the previous
proposed addition. Chairperson Mozena asked about the previous Certificate of
Appropriateness. Mr. Bechtel presented a drawing of the previously approved addition.
The Commission compared the size of the previous addition to the new addition. Mr.
Bechtel passed around a product brochure showing the conservatory to the
Commission. The Commission discussed the possibility of trimming the structure in
wood.
Motion by Wand, seconded by Gibbs, to approve the kitchen design and size and for
the applicant to come back to the Historic Preservation Commission in October 2001
with more information on the detailing of the exterior. Motion was approved by the
following vote: ,Aye - Kringle, Gibbs, Bradford, Wand, Guinn, Henson and Mozena;
Nay - None.
Mr. Bechtel discussed the wrap-around design of the proposed porch. He presented
an old newspaper clipping that showed his home originally had a wrap-around porch.
Mr. Bechtel discussed the size and location of the porch. Commissioner Gibbs
questioned the column width, spindles and rail styling. Mr. Bechtel stated that the
spindles would be a square spindle. Chairperson Mozena discussed the possibility of
having an arch located where the columns meet the roofline of the porch, to repeat the
arches over the windows.
Motion by Bradford, seconded by Henson, to approve the porch design as submitted.

Guinn, Henson and Mozena; Nay- None.
DESIGN REVIEW: AppliCation of Ken Bichell & Mary Loney for a Certificate of
Appropriateness to remove and replace roof, and to reside the dormers at 371 Bluff
Street in the Cathedral Historic Preservation District using the Historic Preservation
Loan Fund.
Ken Bichell presented his application to the Commission. He stated the proposed work
would include replacing asphalt shingles with a dark colored asphalt shingle. He stated
that currently there are three different colors of shingles located on the structure. He
explained that the current roof is leaking water into the attic area and causing it to rot.
He also explained that he will be removing the asphalt brick siding on the dormers and
replacing it with cedar wood siding.
Motion by Wand, seconded by Gibbs, to approve the application as submitted. Motion
was approved by the following vote: ,Aye - Kringle, Gibbs, Bradford, Wand, Guinn,
Henson and Mozena; Nay- None.
Staff Member Wernimont reviewed the Loan Committee's recommendation. The
Commission discussed whether or not a roof would be allowed to receive funding under

the Historic Preservation Revolving Loan Fund. The Commission came to a general
consensus that a roof would be allowed to be funded by the Revolving Loan Fund
because the program is for exterior improvements, and a roof is a key element to
maintaining a structure.
Motion by Kringle, seconded by Henson, to approve the $ 5,925 revolving loan
application as submitted. Motion was approved by the following vote: Aye - Kringle,
Gibbs, Bradford, Wand, Guinn, Henson and Mozena; Nay - None.
DESIGN REVIEW: Application of Clyde & Debbie Overturff for a Certificate of
Appropriateness to tuckpoint extedor walls, replace stone as needed, and rebuild
chimneys at 1105 Locust Street in the Jackson Park Historic Preservation District
using the Historic Preservation Revolving Loan Fund.
Clyde Overturff presented his application to the Commission. He explained that the
project entails tuck-pointing and replacing stone and brick, and also the rebuilding of
some chimneys. He explained that the deteriorated and damaged brick and stone
would be replaced with a like material. He explained that they would be using stone
that was taken from an old building that was demolished in Dubuque. Mr. Overturff
said that the stone that would be replaced would continue the random style and have a
chisel face like the stone already on the building. He also explained that the chimney
may need to be taken down to the roofline and rebuilt.
The Commission discussed the possibility of placing the structure on the National
Register of Historic Places. Mr. Overturff was amenable to this suggestion.
Motion by Guinn, seconded by Wand, to approve the revolving loan fund application for
$25,000 as submitted. Motion was approved by the following vote: Aye - Kringle,
Gibbs, Bradford, Wand, Guinn, Henson and Mozena; Nay - None.
DESIGN REVIEW: Application of Cindy and Bob Steinhauser for a Certificate of
Appropriateness to redesign Yankee gutters, paint exterior and replace storm windows
at 450 Alpine Street in the Langworthy Historic Preservation District, using the Historic
Preservation Revolving Loan Fund.
Cindy Steinhauser presented the application. She described the history of the previous
work they had done on the structure. Mrs. Steinhauser explained that the proposed
work involved the replacement of the wood, storm and screens with a combination
screen/storm aluminum insert, with the existing wood window and frame to remain. She
explained that she had contacted numerous window companies who stated they do not
produce wood storm and screen inserts, and thus, the reason for the aluminum
combination storm-screen inserts. She explained the inserts are only temporary.

She then explained that she would like to replace the Yankee-style gutters with a half-
rounded hanging gutter, like those on the rest of the structure. She explained that the
Yankee-style gutter is not a true Yankee-style gutter because it is not built into the roof.
She explained that the Yankee-style gutter causes water to leak through the roof,
which causes the soffit to deteriorate.
She said they are proposing to scrape and remove paint on the gables and dormers
and then repaint. She reviewed the history of the house having been painted red over
time. She then addressed the Secretary of Interior's Standards and how she felt their
proposal met these Standards.
Staff Member Carstens explained that the work that Mrs. Steinhauser is proposing does
not require a building permit. She reviewed the Loan Committee's recommendations
for denial of the loan request in light of the Secretary of Interior's Standards. She went
on to explain the Revolving Loan Fund gives highest priority to projects that result in
saving, restoring and reconstructing original building elements using original materials
that reflect the architectural character or significance of the property, and that second
priority is given to projects that use preservation alternatives, such as different
materials, techniques or methods for rehabilitation of historic buildings.
Commissioner Mozena felt that the Commission should look at the application as three
separate items: windows, gutters, and painting. He asked for input from
Commissioners who serve on the Loan Committee.
Commissioner Wand explained that the Loan Committee felt that the committee needed
the additional information that Mrs. Steinhauser had presented at this meeting at the
time they reviewed the loan application. He said that the committee was uncertain
about the style of insert and the style of Yankee gutters the applicant was proposing to
remove during their review. Commissioner Gibbs discussed the reason why the
committee felt that they did not want to recommend approval of the loan was because
they would be approving inappropriate materials.
The Commission discussed the design and construction of the proposed storm-screen
aluminum insert. Commissioner Guinn felt that the application does not fit the highest
priority goals of the Revolving Loan Fund, but that it does fit the second priority of
preservation alternatives. Chairperson Mozena explained that the money allocated by
the City Council was not intended to fund this type of work. Commissioner Gibbs
questioned what type of material the screen door insert will be made of. Mrs.
Steinhauser explained that it will be constructed of aluminum because she was unable
to find a wood storm door screen insert.
Motion by Kringle, seconded by Bradford, to approve a loan of $5,600 plus tax for the
purchase and installation of the storm screen aluminum insert. Motion was approved
by the following vote: Aye'- Kringte, Bradford, Wand, Guinn and Henson; Nay - Gibbs
and Mozena.

The Commission discussed that the applicant had not submitted a second bid for the
proposed work to be done on the gutters. Mrs. Steinhauser explained that she has
tried since July to obtain a second bid.
Motion by Mozena, seconded by Guinn, to table the approval of the revolving loan fund
for the gutter work until a second bid is received, and to schedule a special meeting as
soon as possible after the applicants have submitted their second bid. Motion was
approved by the following vote: Aye - Gibbs, Bradford, Wand, Guinn, Henson and
Mozena; Nay - Kringle.
Staff member Wernimont distributed two painting bids for the structure. The
Commission discussed the long-term use of paint on this shingled structure.
Motion by Wand, seconded by Henson, to approve the revolving loan application for
the amount of $2,000 plus tax for the painting of dormers and gables. Motion was
approved by the following vote: Aye - Kringle, Gibbs, Bradford, Wand, Guinn, Henson
and Mozena; Nay - None.
DESIGN REVIEW: Application of Clark Wolff for a Certificate of Appropriateness to
restore front facade at 378 Main Street in the Old Main Historic District using the
Facade Grant Program.
Clark Wolff presented his application to the Commission. He stated he is in the
process of rehabbing the facade on the building at 378 Main Street. He explained that
he is replacing the windows with exact replicas, that all existing wood surfaces will be
painted and that the stone on the front of the building will be restored. Mr. Wolff and
the Commission discussed the possibility of removing the fire escape from the front of
the building because it has no historical or architectural value.
Motion by Wand, seconded by Guinn, to approve the facade grant as presented with or
without the fire escape being located on the front of the building. Motion was approved
by the following vote: Aye - Kringle, Gibbs, Bradford, Wand, Guinn, Henson and
Mozena; Nay - None.
DESIGN REVIEW: Application of Loren Kringle for a Certificate of Appropriateness to
construct a porch located at 1320 Locust Street in the Jackson Park Historic District.
Loren Kringle presented his application to the Commission. Mr. Kringle stated that the
porch addition would be located at the rear of the structure and have the same design
as the porch located on the side of the main structure. He said the rear porch would be
located on top of the existing garage. Mr. Kringle explained that the drawing he
submitted shows everything in detail and the type of material to be used. He explained
that he is only seeking approval for the porch design.

The Commission discussed what type of material the door would be made out of. Mr.
Kringle replied the door will probably be made of aluminum.
Motion by Wand, seconded by Henson, to approve the application as submitted, with
the condition that the porch door be made of wood. Motion was approved by the
following vote: Aye - Gibbs, Bradford, Wand, Guinn, Henson and Mozena; Nay -
None; Abstain- Kringle.
DESIGN REVIEW: Application of Gloria Ede for a Certificate of Appropriateness to
rebuild rear porch and install new wood windows located at 640 W. 11th Street in the
W. 11th Street Historic Preservation District, using the Historic Preservation
Homeowner Grant Program.
Jack Stackis, representing Gloria Ede, presented the application. He explained that
the porch located at the rear will be rebuilt and sided with material that matches the
existing siding on the home. The Commission asked what type of siding was on the
structure. Staff Member Wernimont explained that the siding is aluminum. Mr. Stackis
said that the windows located on the structure would be replaced with new wood
windows.
Commissioners discussed that due to the large amount of aluminum siding on the main
structure, the small amount of aluminum siding to be added in rebuilding the rear porch
seemed appropriate for this structure; however, this decision did not set a precedent for
other requests for aluminum siding.
Motion by Wand, seconded by Gibbs, to approve the application as submitted. Motion
was approved by the following vote: Aye- Kringle, Gibbs, Bradford, Wand, Guinn,
Henson and Mozena; Nay - None.
The Commission reviewed the application and the Grant Committee's
recommendations. Motion by Wand, seconded by Gibbs, to approve the grant request
for the installation of wood windows at 640 W. 11~ Street. Motion was approved by
the following vote: Aye - Kringle, Gibbs, Bradford, Wand, Guinn, Henson and Mozena;
Nay- None.
DESIGN REVIEW: Application of Jean Schmitz for a Certificate of Appropriateness to
construct and paint a new rear pomh and install a new wood storm door at 1025
Melrose Terrance in the Langworthy Historic Preservation District, using the Historic
Preservation Revolving Loan Fund.
Jean Schmitz presented her application to the Commission. She discussed the design
of the storm door with the Commission, stating it would not block any details of her
interior wood door. Staff Member Carstens explained that a door doesn't need
Commission approval because it does not require a building permit. She reviewed the

Scott Neuwoehner presented his application to the Commission. He explained that
they would like to construct a handicapped accessibility ramp on the 34 Street side of
the building. He explained that an interior handicapped accessibility ramp would
encompass about 500 square feet inside; thus, the reason why they are proposing an
exterior handicapped accessibility ramp. He explained that the ramp will access the
double doors closest to the alley on the 3r~ Street side. He explained that the ramp and
the sidewalk will have a stamped concrete and stain like the sidewalk across the street
at the City parking lot. Commissioner Wand explained that a handrail extension may
need to be included in the design.
The Commission discussed the decorative sidewalk treatments at the new Chamber
building and the City parking lot located directly across the street from 299 Main Street.
The Commission then discussed the possibility of matching the brick columns on the
handicap accessibility ramp with the brick on the main structure. The Commission also
discussed the possibility of matching the caps on the ramp piers with a design similar to
the chimneys on the structure. Mr. Neuwoehner explained that the sidewalk will be
concrete next to the building, and then a stamp herringbone pattern on the concrete
where it meets the curb. Staff Member Carstens reviewed the staff report on the ramp,
and noted that the Commission has a responsibility to recommend a design for public
improvements to the City Council, or the City Manager (if so designated).
Motion by Wand, seconded by Guinn, to approve the design of the ramp and stairs with
a recommendation that:

The brick column be constructed to match the brick of the main structure;
The piers for the ramp have a limestone base;
The caps on the piers compliment the chimney designs of the main structure;
Verification of handrail extension to be colored green or black; and
Railing to be colored green or black.

Guinn, Henson and Mozena; Nay- None.
Motion by Wand, seconded by Guinn, to recommend to the City Council approval of the
proposed sidewalk treatment for 34 Street and Main Street as proposed, because it
matches the sidewalk treatment at the 34 Street parking lot and compliments the design
of the Chamber building. Motion was approved by the following vote: Aye - Kringle,
Gibbs, Bradford, Wand, Guinn, Henson and Mozena; Nay - None.
DESIGN REVIEW: Application of Ken Booth for a Certificate of Appropriateness to
install a wall-mounted sign located at 455 W. 4th Street in the Cathedral Historic
Preservation District.
Kathy Spear, representing Ken Booth, presented the application to the Commission.
The Commission discussed the size, location and style of the sign.

ITEMS FROM COMMISSION: The Commission discussed the design of the new Law
Enforcement Center, in light of the recommendations provided by the Commission and the
Historical Society to Dubuque County in February 2001. The Commission then discussed
sending a letter to the City Council showing their displeasure with the design of the Law
Enforcement Center.
Motion by Mozena, seconded by Guinn, to transmit a letter to the City Council regarding
their displeasure of the design for the Law Enforcement Center, directly across the street
from two National Register landmarks and asking the City Council to convey their
viewpoint to County officials. Motion was approved by the following vote: Aye- Kringle,
Gibbs, Bradford, Guinn, Henson and Mozena; Nay - None; Abstain - Wand.
ITEMS FROM STAFF: Staff discussed possible dates for the scheduling a tour of the
Stackis Woodworking Workshop with the Commission: September 25, October 2 and
October 9. Staff was asked to arrange a tour over the noon hour on one of these dates.
