Minutes Human Rights 9 17 01DUBUQUE HUMAN RIGHTS COMMISSION MINUTES OF SEPTEMBER 17, 2001 Thom Determan called this special meeting of the Dubuque Human Rights Commission to order at 4:08 p.m. on Monday, September 17, 2001 in Conference Room 2 at the City Hall Annex. Roll Call: Present: Thom Determan Evelyn Jackson Kathy Stevens Matty O'Shea Raydora Drummer Ruby Sutton Absent: Chuck Ryan Kathy Blau Judy Giesen Staff: Kelly Larson Carol Spinoso Bill Blum ~ c~ Thom stated that the purpose of this meeting was to review the Administrative Law Judge's proposed decision in the Parris vs. Maro case. Commissioners are in receipt of all written communications in the case, and there have been no provisions for oral arguments in this Marry moved that pursuant to section 21.5 (1)(f) to go into closed session to deliberate a contested case. Yes Evelyn Yes Marty ' Yes Raydora Yes Ruby Yes All in favor of proceeding to closed session at 4:15 p.m. Raydora Drummer excused herself at 4:30 p.m. due to a personal conflict of interest. Kathy S. moves to return to open session at 6:05 p.m. Evelyn seconded. All in favor. Marty moved that the Dubuque Human Rights Commission reveme the Administrative Law Judge's decision in Parris vs. Maro. Evelyn seconded. On behalf of the Commission, Thom made two significant points in this decision: 1) While there was suspicion of some subtle bias or discrimination present in the case based on the practices of Mr. Maro, they found insufficient evidence legally to justify the continuation of any charges against Mr. Maro. 2) The Commission strongly recommends that Mr. Maro complete additional housing training, especially in relating and dealing with tenants of diverse backgrounds. Kathy moved to vote on the motion ofMarty O'shea. Evelyn seconded. All in favor. Thom Yes Kathy S.
