Van Milligen, City Manager Laura Carstens, Planning Services Manager SUBJECT: LWCF Grant Agreement for the Riprow Valley Recreation Area Project This memo transmits a grant agreement with the Iowa Department of Natural Resources for the Riprow Valley Recreation Area Project. The Riprow Valley Project involves the acquisition and redevelopment of just over 32 acres at the east end of Julien Dubuque Drive into a softball complex, prairie planting, picnic sites and open space. In April, 2001, the IDNR awarded the City of Dubuque a $141,005.50 Land and Water Conservation Fund (LWCF) grant for development costs at the Riprow Valley Recreation Area. This LWCF grant is a federally funded pass-through grant from the National Park Service, which recently approved the LWCF grant for this project. I recommend that the City Council authorize the Mayor to execute the attached agreement with the IDNR for the $141,005.50 LWCF grant for project development. The State hereby promises, in consideration of the promises made by the local agency herein, to take the necessary steps and action and to attempt to enter an agreement and any necessary amendments to obtain federal cost-sharing for that portion of the project cost referred to on the reverse side as "Fund Amount," to accept such funds from the United States and disburse the same to reimburse the local agency that portion of the total project cost that is the United States' share. It is understood by the parties hereto that this agreement shall not obligate State of iowa funds for the project costs described herein, to execute the project or project segment described on the reverse side in accordance with the terms of the agreement. It is further understood that incurred costs will not be reimbursed without written approval that such federal funds have been encumbered. The following special project terms and conditions were added to this agreement before the parties signed it hereto: A final billing for reimbursement shall be submitted to the State not later than 90 days following the expiration of the project period. Failure to do so shall, at the discretion of the State, be cause for termination of the project with no further reimbursement of funds.
