Minutes_Environmental Stewarship Advisory Commssion 4 3 12MINUTES OF THE ENVIRONMENTAL STEWARDSHIP ADVISORY COMMISSION APRIL 3, 2012 5:00 P.M. CITY HALL ANNEX, 1300 MAIN, CONFERENCE ROOM # 1 Chad Oberdoerster called the meeting to order at 5:00 p.m. MEMBERS PRESENT: Chad Oberdoerster, Mike Buelow, Aditi Sinha, Stacy Splittstoesser, Gayle Walter MEMBERS ABSENT: One regular seat and one youth seat remains vacant STAFF PRESENT: Mary Rose Corrigan, Don Vogt, Jon Brown Mary Rose Corrigan completed the Certification of Compliance with the Iowa Open Meetings Law. APPROVAL OF MINUTES: Minutes of the January 3 and April 3, 2012 meetings will be approved at the next Commission meeting in May. TEST AGENDA: Mike Buelow moved to approve the agenda as published. Aditi Sinha seconded the motion. There were no changes and the agenda was approved by a 5 — 0 roll call vote. A moment of silence was observed for Commissioner Wayne Klostermann, who passed away on March 2, 2012. ITEMS FROM COMMISSION: NEW BUSINESS: 1. Election of Vice - Chair. Mike Buelow moved to approve Gayle Walter as Vice -Chair of the Environmental Stewardship Advisory Commission. Chad Oberdoerster seconded the motion. There were no other nominations and the motion passed unanimously by a 5 — 0 roll vote. ITEMS FROM STAFF: OLD BUSINESS: 1. Urban Deer Management Season Report and Recommendation. Stacy Splittstoesser moved to approve the urban deer management plan as distributed by Mary Rose Corrigan. Aditi Sinha seconded the motion. After discussion, the motion was approved by a 5 — 0 roll call vote. 2. Plastic Bag Update. Mary Rose Corrigan reviewed the plastic bag usage reporting ordinance proposed to City Council and due for the second reading. The Commission concurred that reporting of plastic bag use in order to obtain measurable data was important for the overall plastic bag reduction plan to be successful. NEW BUSINESS: 1. Sustainable Dubuque Collaboration. Cori Burbach, Sustainability Coordinator, gave a presentation on the Sustainable Dubuque Collaboration. After the initial citizen -based task force formed the vision for sustainability, Dubuque 2.0 was created with a 25 member steering committee. Dubuque 2.0 formed a website and other activities, such as assisting in ability challenge, sustainable Dubuque outreach and community engagement. The Chamber of Commerce and Community Foundation of Greater Dubuque wanted to do community engagement on more than just sustainability, i.e., Safe Community Task Force. Therefore, they formed the Sustainable Dubuque Collaboration. A 12 member group meets monthly to plan for education and outreach, along with performance measures. The second tier of the Collaboration is a broader membership that includes capturing peoples' time, talents and treasures. How does the ESAC want to be involved and what is the best fit? Perhaps the ESAC should have a work session with the Sustainable Dubuque Collaboration, or possibly, have an ESAC member on the core group. ESAC could look at potential policy from the Collaborative. It is important for ESAC to be in the sustainability loop since citizens go to them with questions, concerns and suggestions. ITEMS FROM THE PUBLIC: Communication from Pat Pierce. Don Vogt commented that there are 22 places available for collecting CFL bulbs, which are listed on the DASWA website. No stores in Dubuque will take them back. However, Home Depot will. Mike Buelow moved to refer the letter to the DASWA for reply and education, especially in light of the fact that the letter came from a county resident. Stacy Splittstoesser seconded the motion. Motion passed with a 5 -0 roll call vote. CLARIFICATION OF TASKS: Commissioners are encouraged to notify the City Council regarding their recommendations on the plastic bag issue. FUTURE AGENDA ITEMS: Youth representative position on ESAC. Plastic bag update. Sustainable Dubuque Collaboration.
