This letter represents an agreement between the City of Dubuque and Dubuque
County regarding the disbursement of funds associated with the 2012 Justice
Assistance Grant (JAG) funds in the amount of $37,320. The City of Dubuque is
part of a disparate jurisdiction which includes Dubuque County.
The City of Dubuque is the fiscal agent for JAG grant funds, with joint allocation
funds awarded to the disparate jurisdiction which includes both the City of Dubuque
and Dubuque County. The Dubuque County Sheriff's Office, though eligible for
funding by its inclusion in a disparate jurisdiction, has elected to not receive grant
funding this year, and agrees to support Municipal law enforcement operations with
100% of the funds directed to the City of Dubuque Police Department projects.

Chief of Police Mark Dalsing is recommending City Council approval to accept the 2012
Justice Assistance Grant (JAG) award in the amount of $37,320 from the Edward Byrne
Memorial Assistance Grant Program. This grant requires no local match. This is
approximately a 35% decrease from the 2011 JAG. There are thirteen key
components:

INTRODUCTION:
The purpose of this memorandum is to request City Council consideration for the
approval of the 2012 Justice Assistance Grant (JAG) application. The three year grant
amount is $37,320 and requires no cash match. This is approximately a 35% decrease
from the 2011 JAG. Normally the Dubuque Police Department is also the fiscal agent for
combined JAG grant funds, with joint funds to be used to support Dubuque County law
enforcement operations. The Dubuque County Sheriff's Office did not receive grant
funding this year so all of the funds will be used for Dubuque Police Department
projects. If accepted, funds from this grant application will be awarded in 2012 and may
be expended during the following three years, for a total grant period of four years.
BACKGROUND:
For the past several years, the police department has participated with the Edward
Byrne Memorial Justice Assistance Grant allowing the department to obtain overtime
funds, equipment, and supplies for various prevention and enforcement activities.
Again this year, the 2012 Edward Byrne Memorial Justice Assistance Grant (JAG)
Program provides federal criminal justice funding to state and local jurisdictions. JAG
funds support all components of the criminal justice system, from multijurisdictional drug
and gang task forces to crime prevention and domestic violence programs, courts,
corrections, treatment, and justice information sharing initiatives.
The purpose of the Edward Byrne Memorial Justice Assistance Grant is to assist local
units of government with grant funds for local initiatives, technical assistance, training,
personnel, equipment, supplies, contractual support, and information systems for
criminal justice for any one or more of the following purpose areas:
• Law Enforcement Programs
• Prosecution and Court Programs
• Prevention and Education Programs
• Corrections and Community Corrections Programs
• Drug Treatment and Enforcement Programs
• Planning, Evaluation, and Technology Improvement Programs
• Crime Victim and Witness Programs (other than compensation)
Agency allocations are based on a JAG formula and involved agencies have been
notified of their potential allocations. The Dubuque Police Department is eligible for
$37,320. Agencies are then requested to outline their intentions for the funds. Agencies
must submit application materials outlining their intentions for the funds and will then be
notified of the results.
DISCUSSION:
In consideration of the purpose areas, the Dubuque Police 2012 Justice Assistance
Grant application requests funds for thirteen key law enforcement components:
A) Tactical Response /Negotiator Monitor— Providing funds for an external
speaker /monitor for the Hostage /Crisis Negotiator "throw" phone for controlled
communications during standoffs or other emergency situations.
B) Tactical Response /Rifle Team Equipment— Providing funds for durable belts,
holsters, radio pouches, and related gear field pack equipment to the department's

C) Tactical Response Team Ballistic Shield — Providing funds for a hand -held
ballistic shield for Tactical Response Team
D) Tactical Response Vehicle Equipment— Providing funds for an AC converter for
the tactical response vehicle
E) Tactical Response Team Uniforms — Providing funding for replacement of worn
out uniforms and equipping new members of the department's Tactical Response
Team, Rifle Teams, and Mobile Field Force team
F) Vehicle Flashlights — Providing funding for replacement of squad car flashlights in
marked squad cars, unmarked squad cars, and Patrol based flashlights
G) Defensive Tactics/Training Equipment — Provides funding for replacing worn parts
of the Redman suit, a padded training and protective gear suit for defensive tactics
training
H) Computer Projectors — Provides funding for two computer /laptop projectors for
departmental training, crime prevention and community involvement
1) Community Resource Officers — Providing funding for interns to work within the
Community Policing division on prevention, research, and non - emergency
intervention and support service projects.
J) Water Rescue Throw Bags — Provides funding for equipping all department
vehicles with water - rescue rope "throw bags"
K) Community Policing Video Systems — Provides funding for personal video
recorders for officers assigned to foot and bicycle patrol
L) Crime Prevention & Safety Materials — Provides funding for crime prevention and

Attached is a portion of the written grant application narrative and budget information
detailing the above thirteen components.
RECOMMENDATION:
The 2012 Justice Assistance Grant provides the Police Department with funds to
support the thirteen listed law enforcement initiatives. I recommend City Council
consideration to approve the 2012 Justice Assistance Grant application and submit the
application by the due date of May 14, 2012 in the amount of $37,320.

BUDGET & BUDGET NARRATIVE:
The City of Dubuque 2012 Law Enforcement, Prevention, Preparedness, Investigative
and Tactical Response Project consists of thirteen components with the mission to

PROBLEM STATEMENT /NEEDS ASSESSMENT:
A) Tactical Response /Negotiator Monitor— Providing funds for an external
speaker /monitor for the Hostage /Crisis Negotiator "throw" phone for controlled
communications during standoffs or other emergency situations.
The Dubuque Police Department has a tactical response team comprised of patrol and
investigative officers trained in tactical response. Sub -Units include Tactical Response,
Rifle Teams, Mobile Field Force and Crisis /Hostage Negotiators. The unit has a "throw
phone" for restricted communications between negotiators and at -risk individuals. This
funding would allow for the purchase of an external speaker and video monitor for
officers to more closely monitor the individual's activities.
B) Tactical Response /Rifle Team Equipment— Providing funds for durable belts,
holsters, radio pouches, and related gear field pack equipment to the
department's Tactical Response Rifle Teams
The Dubuque Police Department has a tactical response team comprised of patrol and
investigative officers trained in tactical response. Sub -Units include Tactical Response,
Rifle Teams, Mobile Field Force and Crisis /Hostage Negotiators. The Rifle Teams
require specialty equipment for protecting their sensitive weapons and equipment as
they crawl through various environments
C) Tactical Response Team Ballistic Shield — Providing funds for a hand -held
ballistic shield for Tactical Response Team
The Dubuque Police Department has a tactical response team comprised of patrol and
investigative officers trained in tactical response. Sub -Units include Tactical Response,
Rifle Teams, Mobile Field Force and Crisis /Hostage Negotiators. The Tactical
Response Team is equipped with one older, hand -held ballistic shield. This proposal
allows for an upgrade in ballistic resistance levels as well as allows the team to divide
its personnel while maintaining the same level of protection
D) Tactical Response Vehicle Equipment— Providing funds for an AC converter
for the tactical response vehicle
The Dubuque Police Department has a tactical response team comprised of patrol and
investigative officers trained in tactical response. Sub -Units include Tactical Response,
Rifle Teams, Mobile Field Force and Crisis /Hostage Negotiators. The unit has a tactical
response vehicle at its disposal but the vehicle does not have AC capabilities, thus
requiring the use of another agency's generators for emergency lighting and other
auxiliary needs.

E) Tactical Response Team Uniforms — Providing funding for replacement of
worn out uniforms and equipping new members of the department's Tactical
Response Team, Rifle Teams, and Mobile Field Force team
The Dubuque Police Department has a tactical response team comprised of patrol and
investigative officers trained in tactical response. Sub -Units include Tactical Response,
Rifle Teams, Mobile Field Force and Crisis /Hostage Negotiators. The uniforms are
supplied by the department for these teams and due to the nature of the duty, the
uniforms are subject to tearing and other defects. This funding will allow the
replacement purchase of uniforms as they are damaged as well as equipping new
members as they join the teams.
F) Vehicle Flashlights — Providing funding for replacement of squad car flashlights
in marked squad cars, unmarked squad cars, and Patrol based flashlights
The Dubuque Police Department maintains a fleet of forty vehicles. All vehicles are
equipped with older model flashlights that are subject to break down due to constant
wear and tear as well as nature of use. This funding would allow for the purchase of
new ruggedized flashlights with LED style lighting that allows for better durability as well
as bulb life, for all vehicle and reserves for special events and extra staffing.
G) Defensive Tactics/Training Equipment— Provides funding for replacing worn
parts of the Redman suit, a padded training and protective gear suit for
defensive tactics training
The Dubuque Police Department owns two Redman brand padded training suits used
for strike training and defensive tactics training. The head gear and chest piece are the
most frequently used pieces and are showing significant wear and tear due to the level
of use and the nature of their use. This funding will allow the replacement of the worn
equipment.
H) Computer Projectors — Provides funding for two computer /laptop projectors for
departmental training, crime prevention and community involvement
The Dubuque Police Department has one computer projector that is an older model. It
is subject to breakdown and a lack of compatibility with modern computers. Because of
the number of training, crime prevention, and community involvement events the
department takes part in, the projector is often in high demand. This funding will allow
for the purchase of two new projectors for these events and duties.

the Community Policing division on prevention, research, and non - emergency
intervention and support service projects.

Prevention activities include the deployment of Community Service Officers (CRO's)
within the community to aid officers in crime prevention, department presence, and
crime deterrence & observation; as well as assist the department with administrative
duties, thus freeing sworn officers for response to calls for service. Funding will allow for
continued use of CRO's.
J) Water Rescue Throw Bags — Provides funding for equipping all department
vehicles with water - rescue rope "throw bags"
The City of Dubuque is located along the Mississippi River. Due to its terrain, it is also
prone to serious inland flooding during seasonal rain incidents. As first responders the
Dubuque Police Department frequently encounters individuals stranded or struggling in
water. The purchase of these bags will allow officers to safely assist these individuals.
K) Community Policing Video Systems — Provides funding for personal video
recorders for officers assigned to foot and bicycle patrol
The Dubuque Police Department's Community Policing Division's primary mode of
transportation for much of the year is by bicycle. Because of this the officers do not
have the video systems that squad cars do, they do not have the ability to gather
evidentiary video and protective video in citizen encounters. This funding will allow for
personal video cameras for those assigned to this unit.
L) Crime Prevention & Safety Materials — Provides funding for crime prevention
and safety promotional materials
The Dubuque Police Department partakes in dozens of crime prevention, safety, and
other police topic events during the course of the year. Informational and promotional
material is often requested for these events. Funding in this area will allow for the
purchase of items including but not limited to printed materials and promotional
materials with crime prevention, safety and general police messages that can be
provided to the audience at the events.
M) Handheld Alcohol Breath Testing Devices — Providing funding for field testing
breath samples for alcohol detection
Prevention activities include the ability to properly assess potential levels of intoxication
of motorists or other individuals and make proper, legal determinations on the best
resolution of potentially dangerous situations.
