Van Milligen, City Manager Dubuque bierd All-America City 1 2007 SUBJECT: Amended Subcontract for Healthy Homes and Childhood Lead Poisoning Prevention Services between Dubuque County Board of Health and the City of Dubuque DATE: April 20, 2012 In December 2011, the City and County signed a subcontract for Healthy Homes and Childhood Lead Poisoning Prevention services with the Dubuque County Board of Health, to carry out the Childhood Lead Poisoning Prevention Program contract with the Iowa Department of Public Health. Public Health Specialist Mary Rose Corrigan recommends City Council approval of an amended Subcontract for the Healthy Homes and Childhood Lead Poisoning Prevention services between the Dubuque County Board of Health and the City of Dubuque. This amendment eliminates the County Board allowing Sharepoint access to the City for managing the agreement. Instead, the City will submit claims and information to the County, who will then in turn submit it to the Iowa Department of Public Health. Van Milligen MCVM:jh Attachment cc: Barry Lindahl, City Attorney Cindy Steinhauser, Assistant City Manager Mary Rose Corrigan, RN, Public Health Specialist THE CITY OF Dui Masterpiece on the Mississippi Dubuque band All- America City 'I 1 1 I' 2007 TO Michael C Van Milligen, City Manager FROM Mary Rose Corrigan, RN, Public Health Specialist DATE 4ri119,2012 SUBJECT Amended Subcontract for Healthy Homes and Childhood Lead Poisoning Prevention Services between Dubuque County Board of Health and the City of Dubuque INTRODUCTION This memorandum provides an amended Subcontract for the Healthy Homes and Childhood Lead Poisoning Prevention services between the Dubuque County Board of Health and the City of Dubuque BACKGROUND In December 2011, the City and County signed a subcontract for Heathy Homes and Childhood Lead Poisoning Prevention services with the Dubuque County Board of Health (see attached), to carry out the Childhood Lead Poisoning Prevention Program contract with the Iowa Department of Public Health (IDPH) The County Board of Health now does not want to agree to point #3 of the subcontract, "County Board shall allow SHAREPOINT access to the City for managing the agreement " SHAREPOINT is the grant management system with the IDPH SHAREPOINT provides for submitting claims, reports and grant management Currently, the City submits its grant information and claims to the County Health Department, which in turn, enters the information on SHAREPOINT and submits it to the Iowa Department of Public Health Allowing the City to do this would alleviate the County Health Department from having to enterthe information and would also allow the City viewing rights to monitorthe grant, make budget amendments and provide for improved efficiencies and accuracy in the grant management The County does not want the City to have access to the SHAREPOINT system, because this would allow us to view all of their grants and information with the Iowa Department of Public Heath Currently, the Dubuque Visiting Nurse Association has access to the SHAREPOINT system through their Senior Staff Accountant DISCUSSION The Iowa Department of Public Health staff has conferenced with the Dubuque County Board of Health, County Health Department staff and myself to try to alleviate this issue and allow the City access to SHAREPOINT However, the County has decided to not allow the City access to the SHAREPOINT system The IDPH pointed out to the County Board of Health that SHAREPOINT is all public information and can be requested at any time The updated amendment will not allow the City access and, therefore, we will manage the grant as we have in the past by submitting claims and information to the County, who will then in turn submit it to the Iowa Department of Public Health Although this is more cumbersome and poses some challenges with grant management [i e , budget amendments), it is workable RECOMMENDATION It is recommended to approve the attached, revised subcontract which will allow the City to claim the grant funds from IDPH PROJECT COST - BUDGET IMPACT The subcontract will allowthe City to begin claims for the $10,792 grant, which began July 1, 2011 and ends June 30, 2012 ACTION TO BE TAKEN Authorize the City Manager to sign the amended subcontract between the County Board of Health and the City of Dubuque Prepared by Chris Johnson, Confidential Secretary Dubuque County Health Department 13047 City View Dr. • Dubuque, IA 52002 Ph: 563.557.7396 • Fax: 563.587.3899 AMENDED SUBCONTRACT FOR HEALTHY HOMES AND CHILDHOOD LEAD POISONING PREVENTION SERVICES BETWEEN DUBUQUE COUNTY BOARD OF HEALTH AND THE CITY OF DUBUQUE C.
