Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendation for funding from the Public, Educational, and Government
(PEG) Capital Grant for Access Equipment and Facilities for up to $2,200 to purchase
and install in the Historic Federal Building Media Room a device that will hold multiple
video clips and instantly play them back.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTROD UCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Commission for funding from the
Capital Grant for Access Equipment and Facilities
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise agreement that went into effect on
June 5, 2005, currently has a balance to be awarded of $253 240
At its meeting on May 2, the Commission approved a request for funding from the City of Dubuque for up to $2,200 to
purchase and install in the Historic Federal Building Media Room a device that will hold multiple video clips and instantly play
them back The grant application is attached
RECOMMENDATION
I respectfully request that the Commission's recommendation for this request be forwarded to the City Council to receive, file,
and approve Thank you

P -10 Visual Sampler) that will allow us to play videos through the Historic Federal Building Media Room
switcher instantaneously rather than having to cue them on a DVD
Describe how the community will benefit from your request This device will make it much easier to
incorporate videos in our live meeting telecasts Videos are being used in the televised Council meetings
more and more DVDs are cumbersome to cue and play DVD machines often "go to sleep" which
requires waking them up to play clips Many external DVDs have music on their menus and we don't
have a good way to stop that music from being heard in the Chambers This device will also let convert
AVI, MPG, and MOV files to its own proprietary format so we won't have to compress them to DVD quality
first
