Director of Transit Operations Barbara Morck is recommending City Council approval of
a $300,000 Public Transit Infrastructure Grant (PTIG) program application to the Iowa
Department of Transportation for construction of a Transfer Center at the Area
Residential Care Foundation (ARC). The Transfer Center will provide a climate
controlled waiting area with public restroom facilities for passengers waiting to board
and de -board public transit buses. The cost of this facility is estimated at approximately
$375,000. The ARC Transfer Center will be pursued only if the Regional Transit
Authority (RTA) is awarded an STP grant for $75,000, which is the amount of funding
needed for the 20% local match.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

BACKGROUND
In August 2010 staff of ECIA, The Jule and Area Residential Care (ARC) Foundation
began collaborating on a transfer center at what is now the new ARC Foundation
facility, which is located at JFK Circle. At the onset of this collaboration and because of
the costs involved, both parties agreed that it was best to pursue the project in two
phases: a Phase I canopy that would offer some protection from the weather for
passengers waiting to board and de- boarding public transit buses, and a Phase II
enclosure that would provide a climate controlled waiting area with public restroom
facilities and (e.g.) vending machines.
In October 2011 Public Transit Infrastructure Grant (PTIG) funding for the Phase 1
portion of the project was awarded by the Iowa Department of Transportation /Office of
Public Transit. In February 2012 IIW was awarded the contract for the final design,
compilation of bid and construction documents, and oversight of the construction of the
Phase I project. It is anticipated that construction of the Phase 1 canopy will begin by
mid -June 2012 and be completed by early fall.
DISCUSSION
With Phase I underway and in order to cover the costs associated with the Phase I I
portion of the ARC Transfer Center project, another PTIG application will be submitted
by May 2012. The staff of IIW estimate the total cost of the Phase II enclosure with
climate control and public restrooms to be approximately $375,000. The application for
additional PTIG funding would cover $300,000 (80 %) of the costs associated with the
Phase II final design, compilation of bid and construction documents, oversight of the
construction of the enclosed area, etc. The Regional Transit Authority, (RTA) has
applied for a STP grant in the amount of $75,000 which, if awarded, would be used
towards the 20% local match that is needed for the Phase II portion of this project.
RECOMMENDATION /ACTION STEP
I recommend that the City Council approve the application to the PTIG program with the
understanding that the Phase II portion of the ARC Transfer Center will be pursued only
if RTA is awarded an STP grant for the amount of funding needed for the 20% local
match.
