Civil Engineer 11 Jon Dienst is recommending City Council approval to purchase 30
banners for the Historic Millwork District core area and to approve the banner design.
This area is along Jackson and Washington Streets from 9th to 11th streets and along
10th Street between Jackson and Elm Street.
This design has been developed in partnership with the Historic Millwork District
Memorandum of Understanding stakeholders, including the City of Dubuque, and has
been approved at several partner meetings. In order for the banners to be installed in
time for the May 18th complete streets ribbon cutting, these banners need to be ordered
before May 8th
Estimated material cost for 30 banners would be $61 /banner for a total of $1,830.00.
Parking System Supervisor Tim Horsfield has indicated that there is sufficient money to
pay for this unbudgeted expense out of the Parking fund. In addition, the Public Works
Department has agreed to hang the banners in time for the May 18th ribbon cutting,
saving the City of Dubuque any out -of- pocket expenses for installation.
I concur with the recommendation and respectfully request Mayor and City Council
approval of the purchase and the design.

INTRODUCTION
The purpose of this memo is to request permission to purchase 30 banners for the
Historic Millwork District core area. This area is along Jackson and Washington Streets
from 9t" to 11th Streets and along 10t" street between Jackson and Elm Street.
DISCUSSION
During the development of the Historic Millwork District (HMD) Complete Streets
project, new streetlights with banner brackets were installed. Roughly 95 streetlights in
total have been installed as part of the HMD project. Within the core area of the HMD
there are 30 streetlights with banner brackets. As part of the FY 2013 budget process,
banners were requested to be funded for the entire HMD Complete Streets Project. The
banner request was not funded as a result of the budget process.
Randy Gehl and Teri Goodmann have been coordinating the ribbon cutting for the
HMD. The ribbon cutting is scheduled for May 18, 2012. In advance of the ribbon
cutting, city staff felt it would be prudent to see if funding could be found to at least
purchase a set of 30 banners to celebrate the district and the City's investment in it.
Dubuque Main Street, as the managing organization for the Historic Millwork District,
has been working with the partners in the Historic Millwork District MOU (Memorandum
of Understanding) to develop an overall image and branding campaign for the District.
As part of this process they have been working on the development of a banner design
for the District. Attached is a copy of the final banner design that is being recommended
for this area. This design has been developed in partnership with the MOU
stakeholders, including the city of Dubuque, and has been reviewed and approved at
several partner meetings including the MOU meetings and critical path meetings. The
current city policy for banners requires that the City Council approve the final banner
design. In order for the banners to be installed in time for the May 18 complete streets
ribbon cutting, these banners need to be ordered as soon as possible and no later than
May 8.
BUDGET
Attached is a copy of the estimated material cost for 30 banners. At a cost of
$61 /banner the material cost for 30 banners is $1,830.00. Parking System Supervisor

REQUEST
