Housing and Community Development Department Director David Harris recommends
City Council approval of Amendment Three to the Project Concern, Inc. Agreement for
the Homelessness Prevention and Rapid Re- Housing Program.
The amendment will adjust the Homelessness Prevention and Rapid Re- Housing
Program grant budget of $501,294 that was contracted to Project Concern. Due to the
high demand for homeless assistance, the amended Homelessness Prevention and
Rapid Re- Housing Program budget will increase the Rapid Re- Housing budget from
$137,294 to $171,518 for financial assistance, and from $20,000 to $22,750 for housing
relocation and stabilization. The amendment will decrease Homeless Prevention
budget from $265,000 to $255,506 for financial assistance, and from $45,000 to
$29,084 for housing relocation and stabilization. Administration costs were less than
anticipated and will be reduced from $24,000 to 12,736.

INTRODUCTION
This memorandum requests the City Council to adopt the attached Amendment to
the Project Concern, Inc. Agreement for the Homelessness Prevention and Rapid
Re- Housing Program (HPRP). The three year grant ends on July 14, 2012.
DISCUSSION
The City of Dubuque received $502,294 in HPRP funds from HUD through the
American Recovery and Reinvestment Act in 2009. The Council contracted with
Project Concern as the primary service delivery provider for the HPRP grant activities
in September 2009. The HPRP program provides financial and other assistance to
prevent individuals and families from becoming homeless and helps those who are
experiencing homelessness to be quickly re- housed and stabilized. The funds target
individuals and families who would become homeless if not for this assistance,
provides for short -term and medium -term rental assistance, and housing relocation
and stabilization services.
The HPRP grant has assisted 195 families (479 persons) since the inception of the
program in September 2009. Homelessness prevention, which assisted families
and individuals at risk of becoming homeless, provided financial services to 127
households (358 persons) in the form of rental assistance, security and utility
deposits, utility payments, moving cost assistance and motel /hotel vouchers.
Case management and outreach were provided to 134 households (372 persons).
Homeless assistance provided financial assistance, to 60 households (104
persons) and case management and outreach to 63 households (108 persons).
As of the end of May 2012, a total of $500,526 has been expended. The $1,768
balance will be expended by the subcontractor Iowa Institute for Community
Alliance, who provides the HPRP data collection and reporting. All grant funds will
be expended by the end of the grant on July 14, 2012.
PROPOSED AMENDMENT
The proposed Amendment to the agreement with Project Concern would reallocate

the Homelessness Prevention and Rapid Re- Housing Program (HPRP) grant funds
to reflect actual current expenditures.
Based on the funds that have been expended, an adjustment to the HPRP budget
will reflect the greater need for Rapid Re- Housing. The HPRP grant provides four
categories of eligible activities: financial assistance, housing relocation and
stabilization services, data collection and evaluation, and administrative costs.
Homelessness Prevention assistance is provided to individuals and families who are
at risk of becoming homeless and who would be homeless without assistance. Rapid
Re- Housing assistance is provided to individuals and families who are homeless.
The amendment will adjust the HPRP grant budget of $501,294 that was contracted

The proposed amendment was reviewed and approved by the Community
Development Advisory Commission on June 20, 2012.
ACTION STEP
The action requested of the City Council is to approve the attached Amendment 3 to
the Project Concern, Inc Agreement for the Homelessness Prevention and Rapid Re-
Housing Program.

This Amendment to the Homelessness Prevention and Rapid Re- Housing Program
(HPRP) Agreement is entered into by and between the City of Dubuque, Iowa and
Project Concern.
Whereas, City of Dubuque awarded Project Concern Homelessness Prevention
and Rapid Re- Housing Program (HPRP)funds pursuant an Agreement approved by
Resolution 345 -2009 dated September 21, 2009 ; and
Whereas, the U.S. Department of Housing and Urban Development (HUD) under
Title XII of the American Recovery and Re- investment Act of 2009 requires HPRP funds
be expended by July 14, 2012; and
Whereas, the HPRP Grant Agreement budget for Project Concern needs to be
adjusted to reflect changes in demand for services; and
NOW, THEREFORE, in consideration of the terms of the mutual agreements
hereinafter set forth, the parties agree as follows;
1. Part I, Section 3 of the Agreement, PROPOSED PROJECT BUDGET, is hereby
repealed and a new Section 3 is hereby adopted as follows:
