I note the general comments in the report. First, that a "Surplus Fund" has not been established. This fund will be immediately es- tablished although it will serve no Gentlemen: Traffic signals planned for the intersection on Wacker Drive and Highway 20 will be located just outside the present City Limits. It is necessary for a public body to be responsible for the maintenance of these signals and the Iowa State Highway Commission has request- ed that the City assume this re- sponsibility. In December of 1965, an additional amount of $577.11 was incorrectly credited to the Sinking Fund. This additional amount plus the transfer of $70,- 922.89 in 1966 equals the required $71,500.00. WHEREAS at an election duly and legally called and held on the 21st day of February, 1967, over sixty per cent of the qualified elec- tors of the City of Dubuque, Iowa, voting thereon approved the pro- position of constructing a new fire station on John F. Kennedy Road in said City and the contracting of indebtedness and issuance of bonds for such purpose in the sum of $190,000, and authorizing the levy of an annual tax not exceed- ing one-half of one mill for the payment of the bOnds and the inter- est thereon, and WHEREAS it is contemplated that said bonds be dated Septem- ber 1, 1967, with interest payable June 1, 1968, and semi-annually thereafter, and to mature in nu- merical order $15,000 on December 1 of each of the years 1970 and 1971, $25,000 on December 1 of each of the years 1972 to 1976, in- clusive and $35,000 on December 1, 1977, and it is necessary that said bonds be advertised and sold at this time; NOW, THEREFORE, Be It and It Is Hereby Resolved by the City Council of the City of Dubuque, Iowa, as follows: Section 1, That Fire Station Bonds of said City in the amount of $190,000, to be dated Septem- ber 1, 1967, and maturing as set forth in the preamble hereof, be advertised for sale and bids be requested for action thereon by the City Council of said City at the Council Chambers in the City Hall in said City at 12:00 o'clock Noon, Central Daylight Saving Time, on the 18th day of September, 1967, and that the City Clerk be and he is hereby authorized and. direct- ed to publish notice of such sale once each week for at least two consecutive weeks in the Tele- graph-Herald a newspaper publish- ed and having a general circula- tion in Dubuque County, Iowa, such advertisement to be in the form cutomarily employed for that pur- pose.
