Introduction
This memo transmits a request by the Iowa Mississippi River Parkway Commission for
$1,000 in financial support for re- development of the Corridor Management Plan for the
Iowa Great River Road. A map of this scenic byway is enclosed.
Discussion
The Iowa Great River Road is part of the National Scenic Byway (NSB) Program. The
Corridor Management Plan is an important tool for leveraging federal and state
investment along the route and well as a guide for preservation and promotion of this
scenic resource along our riverfront. The plan was last updated in 2006.
The NSB Program has made significant investment in our community, with $9,675,910
for Dubuque County since 1993. This County total includes a $737,376 ten -state
Interpretive Center grant, a $183,200 grant for expansion of the E.B. Lyons Interpretive
Center, and a $1,000,000 grant for the Bee Branch Creek Bike /Hike Trail Project.
Budget Impact
Jenny Larson, Budget Director, has determined that this cash match can be provided by
the Trails and Complete Streets Projects Capital Improvement Project (CIP) # 350 -2430
in the Planning Services Department's budget. This CIP has an annual budget of
$50,000 from the Sales Tax Fund (20 %) that is to be used a local match for trail
planning and projects. There is a sufficient balance available for this project.
Recommendation
recommend that the City Council approve a $1,000 financial contribution to support the
re- development of the Corridor Management Plan for the Iowa Great River Road.

Dear Mike -
As a member of the Iowa Mississippi River Parkway Commission, I am proud to be
a volunteer advocate helping to preserve the story of America along the Great River
Road, and helping to build investment through National Scenic Byway projects here
in Dubuque County, including a variety of projects which have been funded in the
past decade.
Our commission is currently undertaking the re- development of our Corridor
Management Plan (CMP). This plan is essential to the Great River Road and every
one of its counties and communities, as it will help us invite continued state and
federal investment as well as guide the preservation and promotion of this national
resource now and in the years to come. The enclosures describe the CMP as well as
details Iowa's success in garnering federal investment for National Scenic Byway
projects, several right here in our backyard.
The success of our future efforts will continue to depend on community
partnerships. The CMP will be financed with State, federal and local dollars. I
invite you to be our partner in this effort and support the partnership with the
