BACKGROUND
In March 2011 East Central Intergovernmental Association (ECIA) recognized the need
for an Urban Mobility Coordinator who could assist with the coordination of transit
services in the larger cities located in the DMATS area: City of Dubuque, East Dubuque
and Clinton. The New Freedom grant would fund the position at 80% with the bulk of the
20% local match provided by ECIA (the remainder is provided by the Clinton Municipal
Transit Administration (Clinton MTA). In mid - September, ECIA received notice that their
grant application had been awarded, and in October 2011 and after an interview
process, Michelle Huseman was hired to the position.
DISCUSSION
The New Freedom grant is a one -year federal pass- through grant that comes through
the Iowa Department of Transportation /Office of Public Transit (IA DOT /OPT), with an
opportunity for annual re- application and renewal. Michelle Huseman, as the Urban
Mobility Coordinator, is employed by ECIA. Michelle's duties include but are not limited
to helping to coordinating transit services with RTA's Rural Mobility Coordinator (Bridget
Bartell), promoting and encouraging use of public transit, educating about and
coordinating the transportation services with the local human and social service
agencies, etc. She is also assigned the task of continuing to help identify unmet needs
and gaps in service, and to look for opportunities to grow and expand services and
revenue sources. Michelle in her role as Urban Mobility Coordinator position plays a
key role in the state -wide effort to form a more cohesive state -wide transportation
network.
ECIA, as the management entity for The Jule, sees The Urban Mobility Coordinator as
an on -going long -term position, rather than a one or two year project, and will be
applying for continued funding for the position through the New Freedoms grant
program. ECIA is therefore proposing that the current Management Contract be
amended in order to reflect the addition of this position at The Jule at no additional cost to
the City of Dubuque.
RECOMMENDATION /ACTION STEP
I recommended that the Management Contract between the City of Dubuque and ECIA
be amended to reflect this additional position.

AMENDMENT TO
MANAGEMENT AGREEMENT
BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
EAST CENTRAL INTERGOVERNMENTAL ASSOCIATION
This writing amends the May 3, 2010, Management Agreement between the City of
Dubuque, Iowa ( "Client ") and East Central Intergovernmental Association ( "ECIA "), the
parties jointly agree to the following addition and amendment to "Section 5 Personnel" as
follows:

D. ECIA shall additionally furnish a Mobility Coordinator, who
shall be selected with the assistance of the Client and the ECIA
Selection Committee, with approval by both Client and ECIA. The
mobility coordinator shall be an ECIA employee who provides active
management and support for mobility and other issues associated with
the transit system. Said Mobility Coordinator shall be a full -time
position with 9o% of its efforts spent for the JULE Transit System and
io% for the City of Clinton Transit System. Said Mobility Coordinator
position, shall be funded, 8o% by Client through a City of Dubuque
Grant from the Iowa Department of Transportation, and 20% funded
by ECIA through local match funding as the managing entity, or as the
parties otherwise agree. Should said grant funding be unavailable, the
position of Mobility Coordinator shall be terminated, unless the
parties can find alternate funding or agree otherwise.
All other terms and conditions of the original Agreement remain in full force and
