BACKGROUND During the development of the Historic Millwork District (HMO) Complete Streets Project, the Water Department made the Engineering Department aware of their desire to extend a 12" watermain into the Port of Dubuque from the 20" watermain already scheduled to be installed near 5th and White Streets. Some years ago a section of water main near 4th Street in the Port of Dubuque had to be abandoned due to a failure. The failure occurred under the railroad tracks and would have been cost prohibitive to fix, not to mention very disruptive to the railroad if it had not been abandoned. DISCUSSION The Port of Dubuque Watermain Extension Project will involve the installation of a 12" watermain into the Port of Dubuque under the existing Canadian National Railway tracks at 5th Street. The 12" watermain connection will connect to the existing 20" watermain that was constructed as part of the Historic Millwork District Complete Streets Project and will reconnect an essential water distribution loop for the Port of Dubuque and downtown area. A map of the proposed alignment is attached. The project will include: • Directional boring casement pipe under the existing Canadian National Railway tracks • 175 feet of trenched 12" watermain construction. • 287 feet of trenched 12" watermain construction with restrained joints. • 64 feet of trenched 10" watermain construction with restrained joints. • 195 feet of directional bored 12" watermain construction • Installation of 5 watermain valves and 2 fire hydrants PROJECT SCHEDULE The schedule for the project is as follows: Initiate Public Bidding Process Publish Notice to Bidders, Advertise for Bids Notice of Public Hearing on Plans& Specifications Public Hearing Receipt of Bids Award Construction Contract Project Completion Date RECOMMENDATION September 17, 2012 September 21, 2012 September 21, 2012 October 1, 2012 October 4, 2012 October 15, 2012 December 31, 2012 I recommend that the City Council approve the plans, specifications, form of contract and estimated cost for the Port of Dubuque Watermain Extension Project through the adoption of the enclosed resolution. BUDGET IMPACT The estimate of probable cost for the Port of Dubuque Watermain Extension Project is as follows: The project funding summary is as follows: CIP No. Estimate Construction Contract $120,000.00 Contingency 13,000.00 Construction Engineering & Inspection 20,000.00 $153,000.00 Total Project Cost $153.000.00 The project funding summary is as follows: CIP No. Fund Description Fund Amount 7402261 20" Transmission Main Relocation Project $153,000.00 Total Project Funding $153,000.00 The Water Department has identified funds to pay for this work and is proposing to use funds that were left over from the utility relocation project to accommodate the 10th Street and Central Avenue parking ramp. The Water Department estimates that the amount remaining from the 20" Transmission Main Relocation Replacement Project is approximately $153,000.
