Van Milligen, City Manager Laura Carstens, Planning Services Manager Final Plat of Dubuque Industrial Center West 2nd Addition INTRODUCTION The final plat of Dubuque Industrial Center West 2nd Addition subdivides the western portion of the City's new industrial park on the west side of Seippel Road. The City Council is being asked to approve this plat as the owner of the property and as the platting authority. DISCUSSION In March, 1998, the City Council adopted a planned industrial district designation and conceptual development plat for the Dubuque Industrial Center West. As provided in the ordinance approving the PUD, the conceptual plan serves as a preliminary plat for the property and subsequent subdivision plats may be submitted to the City Council for review and approval as per the City Subdivision Regulations. The attached final plat subdivides approximately 57 acres into eight development lots (Lots 1-8), the dedication of right-of-way for Chavanelle Road (Lot A) and Seippel Road (Lot B), and a lot that contains a storm water detention basin (Lot C). RECOMMENDATION I recommend the City Council approve the final plat of the Dubuque Industrial Center West 2nd Addition and direct the Mayor and City Clerk to sign on behalf of the City of Dubuque as owner and as platting authority. The parcel has been rough graded for development of industrial land uses. Proposed Phasing: The subdivision request before the City Council plats an extension of Chavanelle Road on the west side of Seippel Road and creates eight (8) building lots. SUBDIVISION STAFF REPORT Page 2 Conformance with Comprehensive Plan: Based on the 1995 Comprehensive Plan, the 1996 Industrial Park Feasibility Study identified the County Farm as one of several sites feasible for development of an industrial park. Impact of Request on: Utilities: Sanitary sewer service to the Dubuque Industrial Center West has been provided as wall as water service. Storm Water: Storm water will be directed toward the middle fork of the Catfish Creek. Two detention basins have been provided as part of Phase 1 to control storm water runoff from the site. These two detention basins are wat-bottom detention basins and they will contain water at all times and will serve as a site amenity for the industrial park. Traffic Patterns: The proposed industrial park will be served by Seippel Road. Seippel Road has been reconstructed and a new section constructed to provided direct access to U.S. Highway 20. Current traffic estimates indicate less than 1,000 vehicle trips per day on Seippel Road. Traffic counts will significantly increase with full development of the industrial park. Public Services: The City of Dubuque Fire and Police Departments will serve the subject site. Refuse collection will be provided by private haulers. Environment: Staff does not anticipate any adverse impacts to the environment provided adequate erosion control is practiced during all phases of development of each of the parcels within the industrial park. Adjacent Properties: Impact to adjacent properties will include the visual change of regarding the property into developable building areas and an increase in traffic as new employers move into the industrial park. Adjacent properties are primarily used for agriculture. Recommended Conditions on Plat: None. StaffAnalysis: The City of Dubuque is requesting approval of the final plat of Dubuque Industrial Center West 2nd Addition. The subject plat allows for extension of Chavanelle Road and platting of eight (8) lots for industrial development. Access to and from the Dubuque Industrial Center West is from Seippel Road. The reconstruction of this roadway, including a new railroad bridge, has been completed. It is anticipated that vehicle trips per day will increase on Seippel Road and Middle Road as new businesses locate in Dubuque Industrial Center West. The submitted final plat is in compliance w~th the adopted PUD Ordinance and conceptual plat, and also is in substantial compliance with City Subdivision Regulations. Whereas, there has been filed with the City Clerk a final plat of Dubuque Industrial Center West 2nd Addition in the City of Dubuque; and Whereas, upon said final plat appears, streets to be known as Chavanelle Drive (Lot A) and the westerly half of Seippel Road (Lot B), together with certain public utility and sanitary sewer and storm sewer easements which the owners by said final plat have dedicated to the public forever; and Whereas, said final plat has been reviewed by the City Planner and had her approval endorsed thereon; and Whereas, said final plat has been examined by the City Council and they find that it conforms to the statutes and ordinances relating to it, except that no streets or public utilities have yet been constructed or installed. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the dedication of Chavanelle Road (Lot A) and the westerly half of Seippel Road (Lot B) together with easements for public utilities, sanitary sewer, storm sewer and water mains as they appear upon said final plat, be and the same are hereby accepted, and Section 2. That the final plat of Dubuque Industrial Center West 2nd Addition is hereby approved and the Mayor and City Clerk are hereby authorized and directed to endorse the approval of the City of Dubuque, Iowa, upon said final plat. Section 3. Sidewalk installation shall be the responsibility of the owner of the property abutting the public rights-of-way, including lots with multiple frontages, as required by City Code 41-161 through 41-164. The responsibility shall extend to all successors, heirs and assignees. Sidewalk installation will not be required until the development of the lot has been completed except as required herein. Sidewalks shall be five (5) feet in width and installed Resolution No. - 01 Page 2 one (1) foot from the property line. All vacant lots shall have sidewalks installed upon development of 80% of the developable lots approved by the final plat. Section 4. That the final acceptance of all public improvements shall occur upon certification of the City Engineer that all public improvements have been completed in accordance with the improvement plans and City standards specifications.
