MEMORANDUM
November 1, 2001
TO: Michael C. Van Milligen, City Manager
FROM: E. Daniel Brown, Fire Chief
SUBJECT: Contribution for County Fire Tow Vehicle
I have received a request from the Dubuque County Fireflghters Association, a copy of
which is attached, for a contribution of $5,000 from the City of Dubuque for the
purchase a new vehicle for towing the Life Safety Trailer and the SCBA Training Trailer.
In the past, the tow vehicles consisted of trucks that were acquired free from different
agencies and were in very poor running condition. The County Fire Association
struggled to keep these vehicles operating and it has come to the point where these
vehicles are no longer a viable option.
As stated in their request letter, they have received funds from the Dubuque County
Support Services, their own treasury, selling of the old vehicles towards this new vehicle
and with the addition of a no interest loan for the remainder of the purchase pdce from
the Dubuque County Board of Supervisors.
We have a C.I.P. project for the remodeling of restrooms at Station #3 at 32nd and
Central that came in under the budgeted amount with savings of approximately $6,000.
I would suggest that we use this to fund this request.
The Dubuque Fire Department does use both of these trailers, therefore, I would
recommend granting their request, if at all possible.
Thank you for your consideration.

Dear Chi& Brown,
I am writing this letter on behalf of the Dubuque County Fire Fighters Association to ask for your
assistance on a donation to our association. For the past five years the association has been struggling
with the trucks we received as donations to pull our life safety house and training trailer. They are
unreliable and are costing us thousands of dollars each year to maintain. The usage of the trailers has
decreased over the years due to the fact we do not have a reliable source to pull them. With a reliable
track, we believe we could teach more children fire safety at schools and seminars with our life safety
house and would utilize the training trailer to the fullest extent.
The Dubuque County Emergency Management Agency recently agreed to sell the response vehicle that
was purchased in 1997. The association currently has two pull trucks. One is an army truck and the other
is beyond repair and will be sold to Jim Simon. We have received a bid to purchase a 2002 International
low profile truck that will fit the needs of the Emergency Management Agency and the Fire Fighters
Association. We will sell two tracks and return the Army track to the State of Iowa Surplus Vehicle
Department. We currently have $10,000 to put toward this vehicle. The total cost ofthe vehicle will be
around $35,000.00 with accessories.
The Dubuque County Fire Fighters Association is requesting a $5,000.00 donation from the City of
Dubuque to assist us with this project. We have two fund-raisers annually and the proceeds will be used
to repay the loan, with the possibility of adding another specifically for the truck project.
We thank you for your consideration on this matter and if you have any questions, you can contact me at
563-589-4170 or Secretary Mike Elliott at 563-589-4160.
Sincerely yours,
Thomas I. Berger
