collaborative, well- funded, community- supported
organization, with broad demographic participation, in order to:
• gain acceptance of the Sustainable Dubuque Vision and

• One area is planned to target a lower income
neighborhood that already has a significant number
of city refuse carts.
• A second area is planned to target a neighborhood
with a higher recycling diversion rate that could likely
both increase diversion to recycling and reduce
collection costs with use of city recycling tipper carts
to be collected every other week.
