Van Milligen, City Manager FROM: Laura Carstens, Planning Services Manager .l` SUBJECT: Work Session on Dubuque County Regional Smart Plan DATE: December 19, 2012 Dubuque * * * ** All AmericaCily 2012 INTRODUCTION This memo transmits the final draft of the Dubuque County Regional Smart Plan for the City Council's work session on January 7, 2013. An electronic version is available. BACKGROUND Dubuque County, the City of Dubuque, and six small cities -- Peosta, Asbury, Dyersville, Farley, Epworth, and Cascade — and the Dubuque Soil & Water Conservation District formed a partnership to create a regional sustainability plan using a State grant. The Dubuque County Smart Planning Consortium, with staff support from East Central Intergovernmental Association (ECIA), utilized the Sustainable Dubuque plan and the Iowa Smart Planning legislation's recommended format for comprehensive plans to create the Smart Plan as a model for other local governments. The Smart Planning Consortium held a series of public meetings in 2011 and 2012 to gather input on the draft chapters of the Smart Plan. Throughout this input process, the City Council has been provided the various draft chapters of the Smart Plan as they developed. The enclosed final draft incorporates the public and stakeholder input received over the 18 month planning process. DISCUSSION The Smart Plan is an important regional collaboration that covers a great deal of information. We will have a brief overview presentation by Dubuque County and ECIA staff, followed by questions and answers at the work session.
