Van Milligen, City Manager Meter Ordinance On July 16, 2001, the City Council approved, at the request of the Dubuque Museum of Art (DUMA), the removal of meters along the south side of 7th Street between Locust and Bluff Streets and the creation of a no parking area. In exchange for this request, the DuMA Trustees suggested creating parking along the east side of the 700 block of Bluff Street where none had previously existed. Economic Development Director Bill Baum is recommending a change to Section 32-262(d) of the Code of Ordinances which creates a no parking area on the south side of 7th Street between Locust and Bluff Streets and establishes the portion along the east side of the 700 block of Bluff Street as part of the meter district. I concur with the recommendation and respectfully request Mayor and City Council approval. Michael C. Van Mllligen, City Manager Bill Baum, Economic Development Director Meter Ordinance Introduction The purpose of this memorandum is to request City Council approval of a change in Section 32-262 (d) of the Code of Ordinances regarding the downtown meter district. Discussion On July 16, 2001, the City Council approved, at the request of the Dubuque Museum of Art (DUMA), the removal of meters along the south side of 7th Street between Locust and Bluff Streets and the creation of a no parking area. In exchange for this request, the DuMA Trustees suggested creating parking along the east side of the 700-block of Bluff Street where none had previously existed in response to concerns regarding the loss of valuable parking in downtown. This parking would be adjacent to a new parking lot that will be used by DUMA. Bob Woodward of Woodward Communications Inc., owner of the site, agreed to modify the curb along the western portion of their property to allow for the creation of approximately 5 on-street metered parking stalls. This work is being coordinated through the City of Dubuque Engineering department and the private contractor for Woodward Communications. When this request went to the City Council, no formal ordinance language was adopted. The attached ordinance provides the necessary changes to the ordinance to create the no parking area and establish the portion along Bluff Street as part of the meter district. Request The requested action is for City Council to adopt the attached ordinance amending Section 32-262(d) of the Code of Ordinances. That the Code of Ordinances of the City of Dubuque, Iowa, is amended by deleting from Subsection (d) of Section 32-262 the following: Seventh Street, north side, from Locust Street to Bluff Street. Section 2. That the Code of Ordinances of the City of Dubuque, Iowa, is amended by adding to Subsection (d) of Section 32-262 the following: Seventh Street, both sides, from Locust Street to Bluff Street.
