Bond Sale to Support America's River Project
Administrative Services Manager Pauline Joyce recommends the sale of twenty-year
General Obligation Bonds to support the America's River project in the amount of
$12,360,000, and that a public hearing be set for December 3, 2001.
The Vision Iowa Board made their $40 million grant contingent on the entire project
being built and the City issuing $12,360,000 in debt. The public hearing for the
issuance of the General Obligation Bonds was held May 7, 2001.
The $12,360,000 for the America's River project can be sold as essential corporate
purpose General Obligation Bonds. The debt will be paid with a combination of tax
increment financing and gaming revenues, with no property tax increase.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Bond Sale to Support America's River Project
The purpose of this memorandum is to recommend the sale of twenty year General
Obligation Bonds to support the America's River Project in the amount of $12,360,000.
The Vision Iowa Board made their $40 million grant contingent on the entire project
being built and the City issuing $12,360,000 in debt. The public hearing for the issuance
of the General Obligation Bonds was held May 7, 2001.
The $12,360,000 for the Amedca's River Project can be sold as essential corporate
purpose General Obligation Bonds. The debt will be paid with a combination of tax
increment financing and gaming revenues, with no property tax increase.
The bonds will be issued with two series. One series will close on or about December
27, 2001 in the amount of $9,500,000 which will provide for bank qualification. The
second series in the amount of $2,860,000 will close on or about January 9, 2002 and
will also be bank qualified. Bank qualified bonds should provide more favorable interest
rates for the City.
The requested action steps for City Council are:
(1) to adopt the attached resolution fixing the date for December 3, 2001 for a
meeting on the proposition of selling $9,500,000 in General Obligation Bonds (for an
essential corporate purpose) of Dubuque, Iowa, closing on the bonds will be on or about
December 27, 2001, and providing for publication of notice thereof; and
(2) to adopt the attached resolution fixing the date for December 3, 2001 for a
meeting on the proposition of selling $2,860,000 in General Obligation Bonds (for an
essential corporate purpose) of Dubuque, Iowa, closing on the bonds will be on or about
January 9, 2002, and providing for publication of notice thereof.

RESOLUTION DIRECTING THE ADVERTISEMENT
FOR SALE OF $9,500,000 GENERAL OBLIGATION
BONDS, SERIES 2001
WHEREAS, the City of Dubuque, Iowa, is in need of funds to pay costs of the
aiding in the planning, undertaking and carrying out of urban renewal project activities
under the authority of Chapter 403 of the Code of Iowa and the Amended and Restated
Urban Renewal Plan for the Ice Harbor Urban Renewal District, including those costs
associated with the acquisition and construction of parking improvements and site
development for the Mississippi River National Education and Conference Center, and
the construction, development, improvement and beautification of the banks and other
areas adjacent to flood control improvements in said District, including construction of
riverwalk, streetscape and lighting improvements, rehabilitation and conservation of
historic structures, and construction of boat docking, harbor, parking and related public
infrastructure improvements in support of the America's River project, essential corporate
purpose projects, and it is deemed necessary and advisable that the City issue general
obligation bonds for said purpose to the amount of $9,500,000 as authorized by Section
384.25 of the City Code of Iowa; and
WHEREAS, pursuant to notice published as required by Section 384.24 this
Council has held a public meeting and hearing on May 7, 2001, upon the proposal to
institute proceedings for the issuance of not to exceed $12,500,000 General Obligation
Bonds; and no petition was filed in the manner provided by Section 362.4 of the City
Code of Iowa, pursuant to the provisions of Section 384.26 of said Code; and it is the
decision of the Council that additional action be taken for the issuance of $9,500,000
General Obligation Bonds, Series 2001, and that such action is considered to be in the

best interests of said City and the residents thereof.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE

Section 1. That the Bonds hereinafter described be offered at public sale, pursuant
to advertisement as required by law.
Section 2. That the Clerk is hereby directed to publish notice of sale of said Bonds
at least once, the last one of which shall be not less than four nor more than twenty days
before the date of the sale. Publication shall be made in the Telegraph Herald, a legal
newspaper, printed wholly in the English language, published within the county in which
the Bonds are to be offered for sale or an adjacent county. Said notice is given pursuant
to Chapter 75 of the Code of Iowa, and shall state that this Council, on the 3rd day of
