Minutes Park & Rec 10 9 01PRESENT: ABSENT: MINUTES APPROVED; VOTE PARK AND RECREATION COMMISSION MEETING Tuesday, October 9, 2001 4:30 p.m., in the Third Floor Auditorium, Camegie-Stout Public Library Tom Blocklinger, Klm Daykin, Paul Hoffmann, Gary Harjehausen, Karen Lyness and Tom Schrobilgen Chuck Duggan Staff present: Pat Prevenas, John Hail and Eileen Tdmble It was moved by Harjehausen, seconded by Schrobilgen, to approve the minutes of the August 14, 2001, meeting. The motion passed unanimously. DUBUQUE SYMPHONY REQUEST TO NAME THE EAGLE POINT BAND SHELL AFTER JACK JENNEY; VOTE: Paul Hemmer was present from the Dubuque Symphony Omhestra, requesting that they be allowed to rename the band shell in Eagle Point Park, The Jack Jenney Band Shell. Commissioner Hoffmann explained that some years ago the commission discussed naming facilities after individuals but voted not to unless it was a president, or someone made a substantial donation of money or land. If someone donated land for a park site, that could be named after the person. Mr. Hemmer asked if the commission would agree to having the logo displayed on the band shell if the Symphony paid to have it professionally painted, using material that would not require much maintenance. It was moved b__v Schrobilgen, seconded by Hariehausen, to allow the Dubuque Symphony Omhestra to display the Jack Jenney Jazz Festival logo on the Eagle Point Band Shell., pending approval of the final design by the Leisure Services Manager, and Dubuque Symphony would be required to provide any maintenance.. The motion passed unanimously. IRISH FEST UPDATE: Park Division Manager John Hail said he has had several contacts with John Finn and Jeff Cremer; plans have changed several times. ~ They will have a shuttle running from the old Eagle's store to the park. ~ Organizers were given permission to set up in the park on Friday; they were told not to move any tables out of pavilions, and call if they needed more tables. If they need more tables, they will be charged per load, same as other renters. ~ Signs were placed on city dght-of way; staff removed. ~ Department will have one full time ranger working security. Commissioners in general were worried about security - the bar representatives originally said they would pay for extra staff from our department to police the area and now they backed out of that and are only having one. Commissioners would like a full financial accounting at the November meeting - are all profits (after expenses are deducted) going to Hillcrest or does Busted Lift get a percentage or profits? continued APPROVE RECREATION DIVISION C.I.P. BUDGET;VOTE: October 9, 2001, meeting page two Recreation Division Manager Pat Prevenas told commissioners about the Fiscal Year 2007 projects: golf course: I, added $10,000 more for cart paths; I, $8,500 to put hard surface floor in cart and storage sheds; I, $4,000 to replace old gas space heaters in maintenance building; I, $3,000 for trash receptacles; ~' $3,000 for decorative roof fence to hide duct work on roof by new snack bar. pools: ~ $67000 to replace steel doors and frames at both pools; ~ $35,000 to paint pool tanks and wading pools; I, $8,000 for recaulking swimming pool decks; 1, $20,000 for expansion of Flora Pool fence - this project was eliminated this year so the funds could be used for the water playground project; ~ $7,000 to paint Sutton Pool filter tanks - project was eliminated from this year; I, $35,000 for replacing water slide handrails - there is money in current C.I.P., but project cost is going to be much higher than originally thought. It was moved by Daykin, seconded bv Lyness, to approve the Recreation Division C.I.P. bud,qet a_.s presented b_y staff. The motion passed unanimously. APPROVE PARK D~ISION C.I.P. BUDGET;VOTE: Park Division Manager John Hail told commissioners there were two changes in park C.I.P. before Fiscal Year 2007: 1) number 7 on the priority list was switched with #37 because it made more sense to paint the park maintenance headquarters building in the same year as the nine garage doors were replaced. 2) #46, construct maintenance building in Murphy Park was moved forward and ~, asphalt Bennett and tennis court lots at Murphy Park was moved back. The maintenance building will be done in-house and will also be used as a storage place for maintenance equipment used on Highway 20 and Technology Park. Some of the major projects in Fiscal Year 2007 include: ~ $226,500 to replace the wading pool in Eagle Point Park - would be chlorinated and moved to a different location (the old wading pool will not be re-opened); I, $103,000 to overlay main roadway in Murphy Park - hasn't been done in 20 or 30 years; ~ $184,000 for town clock renovation; ~ $245,750 for development of park area at Bergfeld Recreation Area; ~ $45,000 for renovation at Waller-Cooper Park; ~ $193,000 for asphalting Granger Creek Nature Trail (Technology Park); I, $38,800 for new park signs; I, $655,000 for constructing trail around ponds at Bergfeld Recreation Area; ~ $34,00 to paint Ham House; ~ $31,500 for repairing concrete in Shiras Memorial pavilion. Commissioner Daykin asked about the ball field renovation at Eagle Point Park; Mr. Hail said that would be for leveling and doing soma landscape work. There is not enough room for a full softball field. It was moved by Schrobil.qen, seconded b_y_ Blocklin.aer, to approve the Park Division C.I.P. bud.qet a_As presented by staff. RECREATION DIVISION REPORT: PARK DIVISION REPORT: October 9, 2001, meeting page three The Recreation Division summer 2001 report was distributed, and may be found as part of the original minutes. Recreation Division Manager Pat Prevenas informed commissioners: ~ pools: good summer, though not a record setter; season swim pass sales were down; > recreation classes: had a lot of new successful classes and partnerships; lot of cooperative classes with County Extension; ~ children's activities: baseball and softball continue to decline, partly because parents are looking for evening activities; teen golf had a small increase; I, golf: rounds through August were behind last year; the month of September was above last September; I, Uptown: programs were similar to last year; total numbers were down; no summer basketball offered because we found the program wasn't really serving the clientele we were trying to reach; ~ adult athletics: 42 basketball teams registered, as compared to 46 last year; 88 volleyball teams as compared to 95 last year - numbers continue to go down. ~ Sutton Pool is being painted with chlorinated rubber paint; construction on water playground at Sutton has begun; 1, Petrakis field - sod was removed, field re-leveled and re-sodded; ~ fairways for disk golf course at Veterans' Memorial Park are finished; course should be available next spring or summer. Park Division Manager John Hail updated commissioners: l, park season is winding down - three weeks left; l, staff is working mainly on installing play equipment - installed a small piece at Flora by volleyball courts and a larger piece down by main entrance area; 1, play equipment for Murphy Park has been delivered -- $22,000 piece to go in by Bennett Pavilion for older children, and another smaller one behind the Enclosed Shelter for three through five year-olds; $25,000 piece to go in at Cleveland Park. OTHER BUSINESS: Commissioner Daykin wants department to consider building an indoor pool in ten or fifteen years - we need get the idea out to people.
