Dear Mayor and City Council Members:
The Zoning Advisory Commission has reviewed the above-cited request. The application,
staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, noting that plat is necessary to allow for a change
in ownership among family members.
Staff reviewed the submitted plat noting that a small portion of the property is within the City of
Dubuque corporate boundaries with the balance in Dubuque County. Staff also noted that the
applicant is asking to waive the frontage requirements for Lots I and 2.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that access to the parcels is
maintained by an existing 30 feet wide access easement.
Recommendation
By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majority vote is needed for the City Council to approve the request.

Final Plat of Megan-Nicole Valley Subdivision in the City of Dubuque and
Dubuque County, Iowa
INTRODUCTION
The submitted final plat of Megan-Nicole Valley Subdivision lies partially in the City of
Dubuque and the County of Dubuque. The property lies at the end of Miller Road and
is served by an existing ingress and egress easement 30 foot in width.
DISCUSSION
The submitted final plat subdivides an existing single lot into two lots, both served by a
30-foot wide ingress and egress easement. A small portion of the property is located
within the City of Dubuque (shaded portion) with the balance located in Dubuque
County. A portion of Lot I is within the flood plain of the South Fork of Caffish Creek.
The lot split is being done to provide separate ownership between Richard and Mildred
Henschel and Thomas and Sheri Henschel. The applicants have indicated they have
no plans to develop the property, but only to divide the property among family
members.
The submitted final plat is in substantial compliance with City of Dubuque Subdivision
Regulations except for not having frontage on a public or private street. However, the
existing and ingress and egress easement provides sufficient access to this property
for its existing and intended purpose.
RECOMMENDATION
Planning staff recommends that the submitted final plat of Megan-Nicole Valley
Subdivision be approved, subject to waiving frontage requirements for Lot 1 and 2.

RESOLUTION NO. 487-01
RESOLUTION APPROVING THE FINAL PLAT OF MEGAN-NICOLE VALLEY
SUBDIVISION
Whereas, there has been filed with the City Clerk a final plat of Megan-Nicole
Valley Subdivision; and
Whereas, said plat provides Lot 1 and Lot 2 with 0 feet of lot frontage, where 60
feet is required by Section 42-19(b) of the Subdivision Regulations; and
Whereas, said final plat has been examined by the Zoning Advisory Commission
and had its approval endorsed thereon; and
Whereas, said final plat has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That Section 42~19(b) of the Subdivision Regulations is waived to
allow Lot 1 and Lot 2 to have 0 feet of frontage, where 60 feet is required.
Section 2. That the final plat of Megan-Nicole Valley Subdivision is hereby
approved, and the Mayor and City Clerk are hereby authorized and directed to endorse
the approval of the City of Dubuque, Iowa upon said final plat.
