CITY COUNCIL PROCEEDINGS
SPECIAL SESSION

Council met in special session at 6:30 p.m. on February 27, 2012 in the Historic
Federal Building, 350 W. 6th Street.
Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick,
Sutton; City Manager Van Milligen
Mayor Buol read the call and stated that this is a special session of the City Council
called for the purpose of discussing various City departmental Fiscal Year 2013
budgets.
Departmental Budget Review
Fiscal Year 2013 Purchase of Services budget requests were addressed by
representatives from the following community agencies:
Purchase of Services:
• America's River Corporation —Keith Rahe, Convention and Visitors Bureau
Executive Director and America's River Corporation Board Member
• Dubuque Art Center — Jordan DeGree, President
• Four Mounds: Heart Program — Chris Olson, Executive Director
• Helping Services of Northeast Iowa — Claire Jones, Director of Prevention
• Opening Doors — Michelle Brown, Executive Director
• Operation: New View Community Action Agency — Tom Stovall, Executive
Director
• Project Concern (Information and Referral, Foster Grandparents, and Child
Care and Referral) — Nancy Lewis, Executive Director
• Retired and Senior Volunteer Program — Amy Shower, Director
• Substance Abuse Services Center
Tom Oberhoffer, President of the Washington Neighborhood Tool Library, spoke in
support of continued funding of the tool lending library citing other funding cuts and the
adverse impact on services. Ann Michalski, Community Development Advisory
Commission Members, informed Council that the Commission is on target for
transitioning certain Purchase of Services funding requests through the Commission as
requested by the Council.
Fiscal Year 2013 City departmental budgets were presented by staff from the
following departments:
• Planning Services —Laura Carstens, Planning Services Manager
• Library — Susan Henricks, Library Director
• Finance Department — Ken TeKippe, Finance Director
• Information Services — Chris Kohlmann, Information Services Manager
• Human Rights —Kelly Larson, Human Rights Director
City Council had discussion with staff following each presentation.
There being no further business, upon motion the City Council adjourned at 9:40 p.m.
