Iowa State Code provides that a change in City Council compensation can only be
decided during the months of January- October of the year in which a regular city
election occurs with the change in compensation becoming effective at the beginning of
the term following the election.
Every four years, when a majority of the City Council is up for re- election, the Dubuque
City Council Members each select a representative from the public to serve on the City
Council Compensation Task Force for the purpose of determining the wage
compensation for the incoming Mayor and City Council Members.
The 2013 City Council Compensation Task Force met on April 10 and reviewed the
following information:
1. Mayor and City Council Annual Salary History
2. Compensation Wage Comparison - Committee vs. Cost of Living Options
3. Mayor and Council Board Appointments
4. Iowa State Code Chapter 372.13 Organizations of City Governments
5. Ordinance 1 -6 -2 Establishing the Compensation of the Mayor and Council Members
6. Iowa League of Cities Municipal Salaries and Fringe Benefits
7. Non - Bargaining Unit Employees Wage Increases Since 2006
8. Tally of Standing City Council meetings
The Task Force met for a second time on April 29, 2013 and discussed the following
issues:
® increased high public expectations of the Council,
® increasing time commitment of the City Council,
® leadership skills and role
® discussion of additional and unquantifiable duties required of Council
positions,
® comparisons with other Iowa cities:
o state -wide Council salaries,
o the Dubuque community's high quality of life,
o notable economic progress,
• the taxpayers' perspective,
• no salary increase since 2006,
• the Council's role and responsibility in Dubuque's state, national and
international presence and reputation.
Following discussion, the Task Force reached consensus and hereby recommends that
the salary for the Mayor be adjusted to $13,000 (an annual increase of $1,500), and the
salary of the City Council Members be adjusted to $9,700 (an annual increase of
$1,200).
If approved, the salary adjustments would become effective on January 1, 2014 as
provided by Iowa State Code 372.13.
The Task Force Members thank the City Council for the opportunity to serve on this
committee and are unanimous in their recommendation.

COMPENSATION
WHEREAS effective January 1, 1997 the compensation of the Mayor was set at
Ten Thousand Four hundred Seventy -One Dollars ($10,471.00) per annum, and the
compensation for City Council Members set at Six Thousand Nine Hundred Seventy -
Nine Dollars ($6,979.00) per annum; and
WHEREAS effective January 1, 2002 the compensation for the Mayor was set at
Eleven Thousand Dollars ($11,000.00) per annum, and the compensation for City
Council Members set at Eight Thousand Dollars ($8,000.00) per annum; and
WHEREAS effective January 1, 2006, the compensation for the Mayor was set at
Eleven Thousand Five Hundred Dollars ($11,500.00) per annum, and the compensation
for City Council Members set at Eight Thousand Five Hundred Dollars ($8,500.00) per
annum; and
WHEREAS, the City Council has determined that the compensation for the
Mayor and City Council Members should be adjusted effective January 1, 2014.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA, THAT:
Section 1: Section 1 -6 -2 of the City of Dubuque Code of Ordinances is amended
to read as follows:
1 -6 -2: COMPENSATION
Effective January 1, 2014, the compensation for the Mayor shall be Thirteen
Thousand Dollars ($13,000.00) per annum, and the compensation for the City
Council Members shall be Nine Thousand Seven Hundred Dollars ($9,700.00) per
annum.
Section 2: This ordinance shall take effect January 1, 2014.
