HMD Work Session Staff MemoDubuque bfril All- America City 1111 I r 2012 THE CITY OF Dui Masterpiece on the Mississippi TO: Michael Van Milligen, City Manager FROM: David Heiar, Economic Development Director SUBJECT: Historic Millwork District Work session DATE: June 5, 2013 PURPOSE Based on a request of the City Council, our office is facilitating a status report for the Council work session scheduled for June 17, 2013 at 5:00 pm. BACKGROUND The redevelopment of the Millwork District first became a City Council priority in 2007 following the 2006 announcement of the top 10 Envision 2010 ideas which included the Millwork District (then referred to as the Warehouse District). Envision 2010 was a community engagement process conducted by the Community Foundation of Greater Dubuque and the Dubuque Area Chamber of Commerce. In February 2009, the City Council adopted the Historic Millwork District Master plan. The Historic Millwork District Master Plan is closely associated with Sustainable Dubuque, which recommends maximizing community, environmental, and economic benefits through cooperation between the public and private sectors. Five infrastructure systems, or layers, provide a framework for understanding and implementing a healthy and sustainable plan that meets this criteria. The plans of the Iowa Department of Transportation to build the Southwest Arterial will greatly benefit the District by taking over 500 trucks a day off of Central and White Street. Four private developers are stepping up to redevelop major portions of the District. They include John and Mary Gronen, Tim McNamara, Bob Johnson, and Tony Pfohl. DISCUSSION This update will demonstrate that many elements of the Master Plan have been or are in the process of being implemented such as • Over 700 residential units • 350,000 sq. ft. of commercial space • Improved traffic flow • Infrastructure improvements • Green space • Arts Center • Sustainable Development. Much has been accomplished in the four years since the Master Plan was adopted. The status report will include a presentation from City Staff, property owners /developers and tenants in the Millwork District. Teri Goodmann Attached is the PowerPoint presentation that will be used during the presentation. The presenters will leave time at the end for Council questions and input. Some of the presenters have also supplied other support materials to provide additional background and updated information for the City Council's consideration. ACTION STEP This work session is designed as an update for the City Council to make them aware of the many moving parts and the status of implementing the Historic Millwork District Master Plan.
