Van Milligen, City Manager FROM: Laura Carstens, Planning Services Manager SUBJECT: Phase II Contract Extension -- Catfish Creek Watershed Plan DATE: June 7, 2013 Dubuque * * * ** All- AmedcaCily 2012 Introduction This memo transmits for City Council approval, a request for extension of the City's Phase II contract with the Iowa Economic Development Authority (IEDA) for the Catfish Creek Watershed Management Plan from June 2014 to December 2014. Discussion In 2011, the City entered into a 28E agreement with the Dubuque Soil and Water Conservation District (SWCD) and Dubuque County for the purpose of preparing and implementing a Catfish Creek Watershed Management Plan. In 2012, the Cities of Dubuque, Asbury, Peosta, and Centralia, Dubuque County, and the SWCD entered into a 28E agreement to create the Catfish Creek Watershed Management Authority (CCWMA) and establish a Board of Directors. The City received a $24,500 Phase I watershed planning grant from the IEDA to create the CCWMA. In 2013, the City of Dubuque, in partnership with the CCWMA Board, entered into a contract with IEDA for a Phase II watershed planning grant of $187,330. Development of a Catfish Creek Watershed Management Plan is a critical step in securing future funding for improvements throughout the watershed. Recommendation The contract deadline for the grant currently is June 2014. After reviewing the scope of work with the consultant, the availability of local staff, and the time frame for public review and governmental approvals, an extension to December 2014 is needed. Requested Action The requested action is for the Council to approve the contract extension for the Catfish Creek Watershed Management Plan and authorize the Mayor to sign and submit the enclosed request. The City of Dubuque has worked with our project partners on the Catfish Creek Watershed Management Board to select a consultant to prepare a Watershed Management Plan for Catfish Creek as part of our Phase II WMA grant. The contract deadline for the grant currently is June 2014. After reviewing the scope of work with the consultant, and the availability of local staff, as well as the time frame for public review and governmental review and approvals, we feel that a contract extension to December 2014 would be in order. At this time, the City respectfully requests an extension of Phase II of this contract to December 2014 for creation of the Catfish Creek Watershed Management Plan.
