Van Milligen, City Manager FROM: Bob Green, Water Department Manager SUBJECT: Final Acceptance of the Well Field Electrical Upgrades Project CIP #740- 2310 DATE: May 24, 2013 INTRODUCTION The enclosed resolution provides for the acceptance of the construction contract for the Well Field Electrical Upgrades Project. BACKGROUND This contract was for the execution of the construction required to replace the existing power conductors for the wells located at A.Y. McDonald Park, 2690 Rhomberg Ave. and 2200 Lincoln Ave. DISCUSSION The Well Field Electrical Upgrades Project was completed by Price Industrial Electric of Hiawatha, IA in the final contract amount of $197,334.55, which is 0.4 % increase from the original contract in the amount of $196,475.00. This increase was due to change orders totaling $859.55. RECOMMENDATION It is with the recommendation of IIW Engineers and Surveyors, P.C. and staff that I request that the City Council accept the improvements and authorize payment of the contract amount of $197,334.55 to Price Industrial Electric of Hiawatha, IA for Well Field Electrical Upgrades Project. BUDGET IMPACT The estimate of costs for the Well Field Electrical Upgrades is as follows: Construction Cost $197,334.55 Railroad Permit Fees $ 2,618.00 Engineering Design & Inspection Fees $ 39,920.00 Total Project Cost $239,872.55 Page 1 of 2 The project funding summary is as follows: CIP NO. 740 -2310 FUND DESCRIPTION Well Field Electrical Upgrades Project FUND AMOUNT BUDGETED $193,610.00 BUDGET DEFICIT $ 46,262.55 It is being recommended that this budget deficit be absorbed with the surplus funds currently in the following CIP: CIP NO. 740 -2210 FUND DESCRIPTION Electrical Usage Integrated Sustainability Monitoring CURRENT BALANCE $ 62,280 ACTION TO BE TAKEN I respectfully request that the City Council adopt the attached resolution accepting the improvements and authorizing payment of the contract amount of $197,334.55 to Price Industrial Electric of Hiawatha, IA for the Well Field Electrical Upgrades Project. I have attached the letter from IIW Engineers and Surveyors, P.C. dated May 20, 2013 recommending the approval and acceptance of the Well Field Electrical Upgrades Project for you review. BG: jr cc: Kevin Firnstahl, City Clerk Jenny Larson, Budget Director Jackie Rodriguez, Water Plant Manager File Page 2 of 2 RESOLUTION NO. 180 -13 ACCEPTING THE WELL FIELD ELECTRICAL UPGRADES PROJECT AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE CONTRACTOR Whereas, the Public Improvement Contract for the Well Field Electrical Upgrades Project (the project) has been completed and the City's Consultant Engineer, IIW Engineering & Surveying Inc. (the engineer) of Dubuque, Iowa has examined the work and filed a certificate stating the Project has been completed according to the terms of the Public Improvement Contract and that the Engineer recommends that the Project be accepted. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the Engineer is approved and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor from the Well Field Electrical Upgrades Project appropriations for the, contract amount of $197,334.55 less any retained percentage provided for therein as provided in Iowa Code chapter 573, and to pay such retainage only in accordance with the provisions of Iowa Code chapter 573. We hereby certify that Price Industrial Electric, Inc. of Hiawatha, Iowa, has completed construction of the above referenced project in compliance with the drawings and specifications and the project is ready for acceptance. The final project construction cost including Change Order No. 3 Final is $ 197,334.55. We will forward under separate cover three copies of Contract Payment No. 4 in the amount of $617.50 and Change Order No. 3 Final for city approval. A copy of each form is enclosed for your reference. The change order documents the differences between the original contract quantities and the final installed quantities. We recommend that the City of Dubuque approve Contract Payment No. 4 and Change Order No. 3 Final. After the city has approved and signed the forms, one signed copy of each form should be sent to Price Industrial Electric along with payment, one copy of each form is for city records, and one copy of each is for IIW. We also recommend that the City of Dubuque approve and accept the Eagle Point Water Plant Well Fields Electrical Upgrade 2012 work. Retainage in the amount of $9,866.73 will be held for 30 days after acceptance and paid at that time provided no claims from others are filed. We will prepare Contract Payment No. 5 Final for the retainage due the contractor at the appropriate time. Approval and acceptance starts the two year warranty period. Sincerely, IIW, P.C.
