Kids' Sake grant application in the amount of $100,000.

Background
For the last 12 years DuPont has been a Platinum Partner with The US Conference of
Mayors. During this time DuPont has funded the "Lead Safe for Kids' Sake Grant
Program ". With over 5 million dollars granted to cities this award program has been
called, by national experts, a model on how public - private partnerships should work
together to meet public health challenges.
The purpose of this memorandum is to request the City Council's approval of an
application to the US Conference of Mayors, Lead Safe For Kids' Sake grant
opportunity. The focus of this application will be lead hazard remediation and outreach
and education of safe and healthy housing.
DISCUSSION
This application is for $100,000 for lead hazard interventions in the Washington
Neighborhood in conjunction with the new Initiative consisting of City Housing,
Community Housing Initiatives, Dubuque Bank & Trust, the HEART Program, and the
Green and Healthy Homes Initiative. The purpose of the Initiative is to participate in
neighborhood restoration by rehabilitating housing stock, creating home ownership
opportunities, increase property values, create jobs and reduce lead hazards. This grant
opportunity is focused on the promotion of development of new programs to further the
goal of making cities lead safe. The Lead Safe for Kids' Sake grant opportunity brings a
"healthy home" facet to the Initiative.
RECOMMENDATION
It is recommended that the City of Dubuque's Housing and Community Development
Department submit and City Council approve a US Conference of Mayors Lead Safe for
Kids' Sake grant application in the amount of $100,000.

A new six partner Initiative in the City of Dubuque consisting of the City of Dubuque
Housing & Community Development Department, Community Housing Initiatives
(CHI), Dubuque Bank & Trust (DB &T), Housing Education and Rehabilitation
Training (HEART) Program, Green and Healthy Homes Initiative (GHHI), and Lead
Safe for Kid's Sake grant.
The purpose of the initiative is to participate in neighborhood restoration to restore
housing stock, create homeownership opportunities, increase property values, create
jobs, and reduce lead hazards in the targeted "Washington Neighborhood ". This area
contains the oldest housing stock in Dubuque and in Iowa, and has been locally
designated as an area in need of assistance. The initiative addresses the challenge left
by generations of chronic disinvestment in low income neighborhoods resulting in many
families trapped in unsafe, unhealthy and inefficient housing.
The City Housing Department will provide a rehabilitation fund, assist in identifying
distressed properties, and provide project management and coordination to oversee the
restorations including the lead hazard removal, from the bid process to final inspection
and payout. They will also coordinate with current neighborhood residents, additional
partnerships, organizations and volunteer groups to achieve a common goal.
CHI will provide a development fund, purchase properties when necessary, and market
and sell these properties after completion.
DB &T will provide a loan fund to purchase derelict vacant units identified.
HEART program trains young people between the ages of 16 to 19 years in principles of
construction, lead remediation, rehabilitation and property development; focusing on at-
risk youth. These youth will be active in the work force on the targeted properties.
GHHI will provide the services of a Home Advocate to ensure families are the focus of
the work not just the home. The HA assists families obtain access to healthcare,
financial literacy, food stamps and other services. She also provides the clients
education on health and safety, home maintenance, and sustainability of the
improvements. This connection to resources and education will allow the initiative to
not only address the deficiencies in the physical environment but also issues in the lives
of the occupants. This will improve the family's overall health and standard of living.
The Lead Safe for Kid's Sake grant opportunity brings a "Healthy Home "facet to the
Initiative; specifically the 7th Healthy Home principal of making properties lead safe.
The funding will allow for lead remediation, education and increased public awareness
on the hazards of lead. It brings the key aspects of health and safety into the renovated
properties. These properties will be occupied homes, rental units, or vacant properties
to be marketed to families with children.

This new partnership initiative brings together a project which can uniquely leverage
resources and provide a vital service to the community through a combination of the
private sector, the nonprofit community, municipalities and prime contractors to produce
a cost- effective program. The outcomes of this initiative will be affordable, healthy, and
safe properties where priority will be given to young families with children of diverse
income and ethnicity. The participants will be offered first- time homebuyer and other
financing incentives.
This strategy of purchasing, rehabilitating, and reselling these homes establishes a
cycle of continued improvement that will permeate throughout the entire neighborhood.
The money will be reinvested to purchase additional derelict properties that can be
rehabbed and sold. The momentum caused by this initiative will make a noticeable
impact on the neighborhood, a "pay it forward" concept.
This partnership will fit strategically into the City's Sustainability plan by retention of
historic homes, creating jobs and reinvesting within the community. All aspects of the
Sustainable Dubuque Model will be addressed including: Environmental and Ecological
Integrity, Economic Prosperity and Social/Cultural Vibrancy. The properties completed
will be healthy, lead safe and energy efficient. This will significantly strengthen the
neighborhood's infrastructure and provide a healthy and safe environment for the
neighborhood residents and children.
This request is for a $100,000 Lead Safe for Kid's Sake grant award for lead
remediation, education and public awareness. It will be used in conjunction with the
rehabilitation of properties in a targeted distressed area, The breakdown of this award
will be: 16 units receiving $5,500 in lead remediation; $5,000 to provide workshops with
established neighborhood associations and organizations on lead safety and healthy
homes principals; $2,000 to provide cleaning kits valued at $50 to be provided to
participants in the homes and educational workshops; and $5,000 to provide the
services of the Home Advocate working with the clients.
