The application, staff report and related materials are attached for your review. Discussion Michael Luedke, representing Hillcrest Family Services, spoke in favor of the request reviewing that Hillcrest Family Services bought the property and the former Julien Care facility, and that the request for rezoning and annexation facilitates the provision of a second water service to the facility. Staff reviewed the staff report, noting that the Commission was making only a recommendation on the rezoning request. Staff reviewed the allowed uses in the OR Office Residential District, which matched the services provided by Hillcrest Family Services. There were no public comments. The Zoning Advisory Commission discussed the request, and felt it was appropriate. Recommendation By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. A simple majority vote is needed for the City Council to approve the request. Impact of Request on: Utilities: The site is presently served by the City water as part of a previous agreement between the City of Dubuque and Dubuque County as part of the creation of the Dubuque Industrial Center West. Hillcrest Family Services desires to extend additional water service to the facility making annexation necessary. The existing City water system is sufficient in terms of capacity and pressure to serve the site. Presently, the site is not served by City sanitary sewer and utilizes a septic system. Rezoning Staff Report — 13034 Seippel Road Page 2 Traffic Patterns /Counts: The 2009 IDOT traffic counts indicate 4,130 average daily trips for Seippel Road. Public Services: Existing public services are adequate to serve the subject property. Environment: Staff does not anticipate any adverse impact to the environment provided as part of any future additions or redevelopment of the property, that the City's erosion control and storm water management regulations are complied with. Adjacent Properties: Planning staff does not anticipate any significant negative impacts to adjacent properties as the use of the subject property will remain as it has been for the last three decades. CIP Investments: None proposed. Staff Analysis: Hillcrest Family Services is requesting rezoning of their property from County A -1 Agricultural and C -1 Conservancy to City OR Office Residential concurrent with annexation of the subject property to the City of Dubuque. Hillcrest Family Services is now the operator of what was known as the Julien Care Facility at 13034 Seippel Road. The mental health facility on Seippel Road has been in existence since the 1980s. The Hillcrest Family Services request for annexation is to facilitate the extension of additional water service to the facility. The site is currently served by City water as part of a previous agreement between the City of Dubuque and Dubuque County. The subject property shares a common boundary with the Dubuque Industrial Center and its annexation is consistent with state law. The Zoning Advisory Commission is being asked only to make a recommendation on the requested rezoning from County A -1 Agricultural and C -1 Conservancy to City OR Office Residential zoning district. A copy of the OR Office Residential District is attached to this staff report. Planning staff felt that the OR Office Residential District was the most appropriate for the facility managed by Hillcrest Family Services as it allows for general offices, medical offices, housing for the elderly or persons with disabilities and nursing or convalescence homes. In addition, as some of the individuals receiving treatment are also residents of the facility, residential units are also listed as a permitted use in the Office Residential District. Planning staff believes that the OR District is appropriate and compatible with the surrounding uses. To the north is Bergfeld Recreation area which is part of the Dubuque Industrial Center West, to the east is a Dubuque County maintenance facility, to the south is the Dubuque County Emergency Communication Facility and Fire Rezoning Staff Report — 13034 Seippel Road Page 3 Training Center, and to the east across Seippel Road and City View Drive are existing single - family homes and the County's Secondary Road Department, Engineering, Health And Zoning offices.
