by the City Council of Clear Lake,
Iowa, relative to the proposed plans
now being developed for submission
to the "Fifty-flrst session of the Gen-
eral Assembly of Iowa requesting a
large appropriation to the State
Board of Control for the purpose of
enlarging the present state institu-
tions caring for insane and mental-
ly incompetent patients and for the
construction of new institutions,
and requesting the City Council or
Dubuque to adopt the enclosed reso-
lution and return the same to him,
presented and read.

Dear Sir We are writing this
letter to you at the request of our
good agent, Sanner & Hogan, 715
Central Avenue, Dubuque, Iowa. In
order that you may fully under-
stand what bonds these agents are
authorized to write, we are enclos-
ing a copy of our power of attorney
that is furnished to them. You will
note that there are several types of
bonds that are authorized under this
power of attorney, and the limits
are shown opposite each different
type of bond. They are authorized
to issue any of the bonds mentioned
on this power of attorney, provided,
of course, that they attach a copy of
their power of attorney to each
bond executed.

We have also furnished these
agents with certain types of bonds
already executed by an officer of the
Company, upon which a power of
attorney is not necessary, and I am
referring particularly to Class. Band
C Beer Bonds. Notary Bonds and
Cigarette Bonds. No power of at-
torney is necessary for any of these
bouds that are issued by Sanner &
Hogan for the reason that these
bonds have been signed by an of-
ficer of the Company at our Home
Office, and it is only necessary that
they countersign the bonds in order
to comply with the countersignature
law of the State of Iowa. This coun-
tersignature, of course, has no bear-
ing upon the validity of the bond.
It merely complies with the rules of
the State Insurance Department.

that you will approve of any bonds
executed by Sanner & Hogan where-
in their power of attorney is being
used, limited, of course, only to the
bonds mentioned in the power of

Gentlemen With reference to
the claim of Chester Nicholls for
$1,500.00 for personal Injuries sus.
tained by him on or about October
16, 1944, on the sidewalk on the
west side of Central Avenue at the
corner of 20th and Central Avenue,
claimant tripped and fell on the
sidewalk at that place where one
part of the sidewalk is two inches
higher than the other, sustained a
fracture of one of the bones in the
left foot, requiring him to go to the
hospital and receive medical atten-
tion. He has not been working since
said time and will be unable to go to
work for some little time in the fu-
ture. That his hospital and doctor's
bill amount to $48.00 and that he
will lose $440.00 in wages. I have
conferred with his Attorney, J. Ed-
ward Whelan, and they are agree.
able to accept $300.00 in full settle-
ment of. the claim against the City.
I recommend that this claIm be
settled for the amount of $300.00;
that a warrant be issued to J. Ed.
ward Whelan, Attorney for Chester
Nicholls, and delivered when a pro.

meters so that all meters in service
will continue to be well within the

ing a Special Ordinance granting to
The Key City Gas Company, its suc-
cessors a.p.d assigns ,the right to re-
tain, extend, maintain and operate
its existing gas distributing system
in the City of Dubuque and to lay
and maintain its gas pipes and ap-
purtenances thereto, in, under,
through, across and upon streets,
avenues, alleys, bridges, parks,
highways, and public places of said
City and additions thereto for the
period of twenty-five (25) years and
regulating the same; repealing all
existing franchise ordinances here-
tofore granted to The Key City Gas
Company and requiring the surrend-
er of all rights thereunder by the
grantee therein; and providing f.or
the submission of said Ordinance to
a vote of the legal voters of said
City for approval, and acting upon
such other business as may proper-
ly come before a regular meeting
of the City Council.

investigation and report: On De-
cember 27, 1944, the claimant fell
on an icy sidewalk in front of the
Kies property at 541 Almond Street
and sustained a bad sprain in the
elbow, bruised ligaments and bone;
she went to the doctor's office, re.
ceNed treatment and was away
from her work for about a week be-
cause of said injuries; that in addi-
tion to the loss of time, she has in-
clirred a medical bill in the amount
of $19.00. She has agreed to accept
the amount of the doctor's bill in
settlement of her claim. I recom-
mend that said claim be settled for
$19.00 and that a warrant be drawn
payable to her order for that
amount and delivered to her upon
delivery to the City of a proper
release.
