Honorable Mayor and City Council, Dubuque, Iowa. Gentlemen: City Manager, A. A. Rhomberg, has called our attention to the petition, filed with your Hon- orable Body on April 23, 1945, by James F. Lee and others, pertaining to bus service on West Locust Street. The petitioners refer to "two-way transportation as provided in the original franchise," evidently refer- ring to some provision in the fran- chise in effect prior to the franchise under which we are now operating, as our present franchise makes no such provision. You are probably aware of the fact that when street railway service was abandon0d in Dubuque and bus service substituted therefore, the Interstate Power Company, with the approval of the City Council made numerous changes in its bus routes to better serve a greater area of the City of Dubuque. One of these changes in- volved out-bound service 3erving the northwest part of the City to be routed over Madison and Seminary Street to a junction with the former route at West Locust and Seminary at the Senior High School. This gave one.way service over Seminary Street, which had not been served by transportation facilities up to that time, and one-way service over (Official) Regular Session, June 4th, 1945. Gentlemen: Helen Kessler com- menced an action against the City in the District Court of- Iowa for damages in the amount of $5,000.00. This case has been set for trial for June 4, 1945. A proposition was made to me to settle this ca3e for $2,250.00, but I coud not see myself clear to recommend such a settle- ment. I prepared for trial and was all ready to proceed with the trial. Then they desired to know what proposition of settlement I would recommend and I told them $500.00. After some negotiation they have agreed to accept $650.00 in full set- tlement if I would recommend the same. After investigation of the facts and law in this case it perhaps would be a question for the jury to determine the amount of damages. Plaintiff claims that she fell on a sidewalk that was covered with an accumulation of packed, rough, rounded and uneven slippery snow and ice which was dangerous and hazardous to persons traveling over it, said condition being on the side- walk at No. 1264 West Twelfth Street; that at the time of her fall, on November 29, 1944, she sustained a fracture to her left wrist; that she is a practical nurse and earned $35.00 a week and has been unable to work any since said time because of said injury. Honorable Mayor and City Council, City of Dubuque, Iowa. Gentlemen: There is now pend- ing in the District Court of Dubuque County, Iowa, an action of S. G. Skaife, Administrator of the Estate of Jennie Skaife, Deceased, vs. City of Dubuque for $10,000.00 damages, in which action it is claimed that Jennie Skaife fell on or about De- cember 31, 1944, while crossing on the southerly side of Kaufmann A ve- nue where Main Street intersects with Kaufmann Avenue at which place she slipped and fell on some rough, ridged uneven snow and ice. She sustained a fracture of her left hip and internal injuries from which she died. I have investigated this case quite thoroughly, have had a num- ber of different conferences with the Attorney for the claimant and they have agreed to accept $400.00 in full settlement of their claim against the City for damages and dismiss the action. I recommend that said claim and action be settled by the city paying to S. G. Skaife, Administrator of the Estate of Jennie Skaife, Daceased, the sum of $400.00. That a warrant be issued to said Administrator for said amount and delivered to him upon delivery to the City of a Re- lease properly executed by him as such Administrator after such Ad- ministrator secures authority from the Court so to do. The communic~,t.ion of John Edgar Hoover, Director, is attached. The principal purpose of tha F.B.I. National Police Academy Is to pro- vide training, not only in the tech- nique and methods of law enforce- ment, but in the organiz3.tion of police training schools and the con- duct and operation of such &chools upon the return of those in attend- ance to their own departments. The next session opens July 23rd and runs for a period of 14 weeks. The training costs and expenses inci- dent to the training are borne by the Federal Government. Transpor- tation, living expenses and ~alaries of those in attendance are paid by the local governmental unit repre- sented by the trainee. It is my recommendation that at- tendance of Police Chief Joseph H. Strub at the session of the ~".B.I. National Police Academy beginning July 23, 1945, be authorized, the City to pay his salary and neces. sary expenses. Her ac~ tual expenses amount to $81.50, in- cluding the doctor bill of $51.50. I recommend that the claim be allowed in the amount of $81.50 and that a warrant be delivered to her for that amount upon' delivery to the City of a properly o:lx:ecuted release.
