Minutes Airport 11 15 01 DUBUQUE REGIONAL AIRPORT COMMISSION MEETING Wednesday, November 15, 2001 12:05 p.m. Dubuque Regional Airport Dubuque Air Service Conference Room PRESENT: Doug Brotherton, John Markham, Rick Goodin and Jim O'Neill, ABSENT: Ted Goodmann STAFF: Peggy Dickson, Gordy Vetsch and Todd Dalsing GUESTS: First Sgt Oeth (National Guard), Kim Wadding (Police Chief), Gil Spence (Leisure Services Manager) Cindy Kohlman (Congressman Nussle's District Representative) MEDIA: Madeline Fureste (KFXB-TV), and Erin Coyle (Telegraph Herald) Bob Boleyn participated via speaker phone 0'1. AIRPORT BUDGETING FOR RI=CURITY Jim O'Neill moved to go into closed session in accordance with the Code of Iowa 21.5 l(a) to review or discuss records which are required or authorized by state or federal law to be kept confidential or to be kept confidential as a condition for that governmental body's possession or continued receipt of federal funds. The motion was seconded by Doug Brotherton. AYES: All. NAYS: None. The Commission asked airport staff, Gil Spence and Kim Wadding to join the closed session to provide information. Jim O'Neill moved to return to open session at 12:50 p.m. This was seconded by John Markham. AYES: All. NAYS: None. The Commission discussed four-secur'r[y scenarios for the airport in the FY03 budget. Currently the National Guard is providing security but is scheduled to leave on April 7, 2002. There is a possibility this may be extended but it is unsure. The Commission discussed they wanted to always meet and try to exceed all security requirements. John Markham made a motion to proceed with budgeting for a law enforcement officer for 17 hours per day with the rates based on a Park Ranger's salary for an estimated total of $131,000. This motion was seconded by Jim O'Neill. AYES: All. NAYS: None. The Commission will continue to monitor and assess airport security. Jim O'Neill thanked both Kim Wadding and Gil Spence for their support and efforts of their staff in providing the Airport with law enforcement officers since September 11, 2001. Doug Brotherton said he also wished to extend the Commission's thanks to the National Guard who are currently providing excellent security for the Airport.
