Motel Incorporated.
The petition was referred to the
City Manager and Water Depart~
ment Superintendent for investiga-
tion. It requested that a water con-
nection be permitted without the
payment of a $2.50 assessment per
foot of frontage of the property
along Dodge Street.
I recommend that

Comes now the City of Dubuque,
Iowa, and by way of petition to the
Iowa State Commerce Commission
and in accordance with the provi-
sions of Chapter 478 of the 1962
Code of Iowa, states
1. That the City of Dubuque,
Iowa, and Chicago, Milwaukee, St.
Paul and Pacific Railroad Company
and Chicago Great Western Rail-
way Company are in agreement as
to the need for the installation of
protective devices and type of pro-
tection to be located at a point
where Ninth Street crosses the re-
spective tracks of said respective
railroads.
2. That said street carries a vol-
ume of traffic sufficient to warrant
the installation of such protection
as petitioned for.
3. That by reason of location of
buildings thereat visibility is ob-
structed constituting a serious haz-
ard to pedestrian and vehicular
traffic.
4. The aUowable speed and op-
eration of trains at this point cre-
ates a danger to pedestrian and
vehicular traffic.
5. That the present crossing is
hazardous from both the standpoint
of volume of vehicular traffic, pe-
destrian traffic and to trains using
the crossing.
6. That the City of Dubuque is
willing and able to pay a nominal
portion of the cost of an installa-
tion of protective devices.
7. That it is requested that the
major portion of the cost be allo-
cated from funds made available
by the Legislature of the State of
Iowa, said funds being known as
"Highway Grade Crossing Safety
Fund".
8. That the street at this cross-
ing is one that does not receive
Federal or Federal Aid Funds for
its construction or maintenance.

The Water Plant Operators
Group has negotiated the follow-
ing pay adjustments for 1966:
1. The pay of the Water Plant
Operater position will be increased
one step-from $491 to $515 per
month.
2. Starting pay of the position
will be changed from $391 to $449
per month. The pay of new em-
ployees will be adjusted according-
ly.
3. The pay changes indicated in
paragraphs 1 and 2 will be effec-
tive for 1966 beginning with pay-
roll No.7, March 28, 1966.
The cost of the above adjust-
ments for 1966 will be approxi-
mately $2700.00. This amount can
be financed within the 1966 Water
Department Appropriation.
In addition to the above, it has
been agreed to pay the Water
Plant Operator time and one-half
for overtime work. This feature
will be retroactive to include the
accumulated overtime presently reo
corded on the books of the Water
Department. As is possible, over-
time will be paid to the employee
either in payor as days off, ac-
cording to the desires of the em.
ployee. This option, however, is
subject to the final determination
of the Department Head as to
days off to be taken and the limit
of overtime accumulation neces-
sary for the efficient operation of
the Water Plant. If possible, over-
time pay which is due will be paid
with the payroll of March 28th.

Fighters Association, Local No.
353, by the collective bargaining
process, has negotiated the follow-
ing pay adjustments for 1966:
1. The starting pay of the Fire-
fighter has been changed from
Step B to Step C of the current
pay plan. The pay of persons re-
cently employed will be adjusted
accordingly.
2. The pay of the Fire Depart.
ment Firefighter will be increased
one step according to the current
pay plan. The change is from $470
to $491 per month.
3. The pay of the Fire Depart-
ment Equipment Operator will be
increased $9.00 per month. This
change is from $491 to $500 per
month.
4. The pay of all Fire Depart-
ment Lieutenants, not presently in
Step 21F of the current pay plan
will be placed in 21F. The Step
21F is equal to $515 per month.
The pay changes indicated in
paragraphs #2, #3 and #4 are to
be- retroactive to January 1, 1966
and continue throughout 1966. The
retroactive pay and the increased
pay rates will be paid on payroll
No. 7 starting March 28th.
The cost of the above adjust-
ments for the year 1966 will be ap-
proximately $19,000. It is be-
lieved that this amount can be fi-
nanced entirely within the 1966
Fire Department Appropriation.
The representatives of Local 353
state that this bargain has been
negotiated under present 1966 cir-
cumstances, and that they look
forward to a substantial increase
for the entire department in 1967.
It is intended that bargaining ne-
gotiations for 1967 will start early
this April..

eral Works Agency planning funds
in the amount of $60,000.00 were
advanced for the City Hall-Court
House-J ail planning purposes, and
thereafter on June 2, 1951 an ad-
ditional sum of $60,000.00 was ad-
vanced for planning of the afore-
mentioned building or structure.
As a part of the agreement for
the foregoing planning funds ad-
vanced City of Dubuque, Iowa and
Dubuque County, Iowa were obli-
gated to repay the funds advanced.
In 1965 appropriate data was
submitted to the Department of
Housing and Urban Development
with a request for waiver of ob-
ligation to repay the funds ad-
vanced.

has expressed an interest in cer-
tain real estate owned by City of
Dubuque, Iowa, and to that end
has made a written offer to pur-
chase the same for the sum of
Five Thousand Five Hundred
($5,500.00) DoUars; and
WHEREAS, the City of Dubuque,
Iowa intends to dispose of the
aforementioned real estate; and
WHEREAS, said real estate is
no longer needed for park pur-
poses or recreational purposes by

the alleys between University &
Cherry streets in the 1600 block
of Asbury & Finley also the cross
alley from Asbury street request-
ing hard surfacing, widening and
a street light, presented and read.
Mr. Frank Pusateri spoke in favor
of the petition. Attorney Hal Rey-
nolds representing a group of
abutting property owners to the
proposed alleys for surfacing,
strongly objected to the proposal.
He quoted the overall proposed
cost of the project in the total
sum of $14,810.72 including the
storm sewer:-$1l,465.67 for the
alleys alone; - Pusateri's cost
would be $1109.23; - City share
$1108.75. Some of the property
owners in the assessed area would
be assessed as high as $1500. This
would impose a tremendous obli-
gation on the people in the area
just for the benefit of the car
wash; Mr. Sam Pusateri also ad.
dressed the Council in support of
the petition. Councilman McCauley
