Builders, Inc. for street lights in
Key Knolls Subdivision.
Mr. Norton has inspected the
area and in a September 28th
meeting with the developers the
fOllowing recommendation was
agreed upon.
lt is recommended that eleven
175 watt mercury vapor lights be
installed. Nine of these are to be
pedestal type and two standard
overhead lights.
It is recommended that the ped-
estal ligbts be located at:
1. Intersection of St. John and
Hillcrest
2. Intersection of Hillcrest and
Key Largo
3. Intersection of Key Way and
Hillcrest

mends its acceptance, now there-

BE IT RESOLVED, by the City
Council of the City of Dubuque,

City Manager be approved and that
said improvement be and the same
is hereby accepted and the City
Engineer be and is hereby directed
to prepare a plat and schedule
showing the lots or parcels of real
estate subject to assessment for
said improvement and file the
same in the office of the City
Clerk subject to public inspection
and said Clerk shall upon receipt
of such plat and schedule publlsh

No. 1 pursuant to Resolution No.

WHEREAS, said sealed proposals
were opened and read on October
3, 1966, and it has been determined
that the bide of Tri-State Paving
Company of Dubuque, Iowa in the
amount of $12,123.90 was the low-
est bid for furnishing of all labor
and materials and performing the
work as provided for in the plans
and specifications; now therefore,

City Building were a disappoint-
ment to those of us who have
worked so hard for the project, we

without expressing our thanks to
tbe Council and all of the depart-
ment heads who cooperated with
tbe Authority in developiug the
requirements of the various offices
so that we would have an efficient
buildiug.
Our responsibility as Commis-
sioners continues to develop ap-
propriate plans which will meet
with the approval of the majority
of the electorate and we pledge
ourselves to continue to study this
problem to the end that a project
can be put together that will re-
ceive the approval of the great
majority of citizens.

Gentlemen:
Sometime ago you granted per.
mission to the Dubuque Chamber
of Commerce to conduct an indus-
trial fair and to occupy 7th Street
from Locust to Bluff and block the
same off.
Your permission was granted to
the Dubuque Chamber of Com-
merce on condition, however, that
it would show evidence of ade-
quate insurance and proper indem-
nity provisions be furnished the
City Attorney in order that I
might satisfy the City Manager ac-
cordingly.
This is to advise that after re-
peated requests and demands for
evidence of insurance, same was
not furnished to this office and as
a consequence I could not certify
as to whether or not there was
insurance enough in effect at the
time of this industrial fair.
In my oplDlon this is a very
serious omission and I do not wish
to assume such responsibility ei-
ther now or in the future and
therefore I respectfully recom-
mend that in the future when such
requests for permiSSion to block
off any street is made, such as in
this instance, to conduct an indus-
trial fair, that no permission be
granted as such time as evidence
of insurance is furnished and
proper indemnification agreements
executed.

Iowa, disposed of its interest in

upon certain terms and conditions
recited therein; and
WHEREAS, one of the provisions
in said Resolution provided as fol-

the inhabitants of the City of Du-
buque, Iowa, and their representa-
tives in local government have at-
tempted to realize the construction
and erection of a flood control
device to protect the City of Du-
buque and its inhabitants from the
ravaging flood waters of the Mis-
sissippi River; and
WHEREAS, for some years past
the United States Army Corps of
Engineers have been working on
plans and design for a projected
flood control plan to protect the
City of Dubuque, Iowa and its in-
habitants; and
WHEREAS, the Congress of the
United States of America was call-
ed upon to appropriate such re-
questetd funds as would insure
the commencement of construction
for the flood control device pro-
posed to be erected in the City of
Dubuque, Iowa; and
WHEREAS, the Congress of the
United States of America did ap-
propriate sufficient funds to com-
mence construction of the flood
control plan in and for the City of
Dubuque, Iowa, such construction
to commence in the year 1967; and
WHEREAS, the appropriation of
sufficient construction funds to in-
sure commencement of construc-
tion of the flood control plan for
the City of Dubuque, Iowa was
brought about by the joiut effort
of many of the citizens of the City
of Dubuque, Iowa, its appointed
and elected officials as well as
other elected officials, not the
least of whom, was John C. Culver,
Congressman representing the 2nd
Congressional District of Iowa.

WHEREAS, applications for Liq-
uor Permits were filed by the with-
in named applicants and they have
received the approval of this Coun-
cil, and
WHEREAS, the premises to be
occupied by such applicants were
inspected and found to comply
with the State Law and all City
ordinances relevant thereto and
they have filed proper bonds;
NOW THEREFORE Be It Re-
solved by the City Council of Du-
buque, Iowa, that the Manager be
authorized to cause to be issued to
