Mr. Krapf! is Mayor Horgan read the call and stated that service thereof had been duly made and this meeting is the Regular Monthly Meeting of the City Council for the purpose of acting upon such business as may properly come before the meeting. Communication of Apple River Chemical Co. advising Council of the poor availability of proper rental housing in the area and how it has affected their personnel, pre- sented and read. The interior on the first floor- in the kitchen joists are rotten and floor sloping and sagging. The in- terior partitions are deteriorated and sagging. The stairway is nar- row and steep. The general conditions are such that to bring this building up to a minimum standard would be al- most impossible without a major rebuilding. Many complaints have been re- ceived on this condition. We have had no cooperation as to correct- ing from the owners. This is a definite health hazard to the whole neighborhood. We recommend that action be taken to eliminate this hazard. A. J. Norton, 1015 Glen Oak Street, Dubuque, Iowa. This frame structure through the years has been altered in the interior to serve many purposes, the present use is for the storage of waste paper or discarded mag- azines. The wood sill which is support~ ed at ground level by large rocks is rotten, disintegrated and mis- sing in many parts. Large sections of the wall are unsupported at sill level. The walls bulge and sag in and out both horizontally and vertically. The roofing is blown off in I arge pieces and strewn over the whole neighbor- hood. Large parts of the roof sheathing are missing and the sky' is visible in many areas. The metal sky lights are rusted and disintegrated. Glass is missing. Due to lack of repair and ordi- nary maintenance, this building has deteriorated to a point to where it is now an unsafe struc- ture, a breeding place and harbor~ age for rats and a real menace as a fire hazard. 1965 Mr. Gilbert D. This building does not have a regular foundation but is support- ed by rocks, ground and rotting posts. The asphalt siding and roof- ing is missing in many parts ex- posing the sheathing and interior to the elements. Windows and doors are missing, no plumbing or city water and wiring very inadequate. The Social Welfare Department has been contacted and requested to remove this building but they are not interested at this time. A second inspection was made October 29, 1965, and conditions are the same. The conditions that are present offer a fire hazard, a breeding place for rats, an attractive nui~ saDce for children and a detriment to the neighborhood. This one story dwelling due to lack of repair and maintenance and vandalism has resulted in broken windows, doors, plaster and partitions have been exten- sively damaged. There is no plumb- ing or water supply. The wiring is inadequate and the yard is full of litter. The conditions that are present offer a fire and health hazard, a breeding place for rats, and an attractive nuisance for children. Mr. C. J. May, Attorney for the estate was contacted and said there was no money available to correct this condition. On October 5, 1965, a second inspection was made. Conditions were the same. Chavenelle City Manager Dubuque, Iowa Dear Sir: On November 11, 1965, an in- spection was made of a fire dam- aged frame dwelling at 502 Avon Street located on Lot 10 in M.A. McDaniels Subdivision owned by Margaret Steichen, 1950% White Street, Dubuque, Iowa. This building was damaged by fire on October 29, 1965. The Fire Department report lists the loss at $6,000. The fire started in the rear section of the building and due to lack of proper fire stops the walls and attic sections also be- came involved. The rear section should be removed, the rafters, roof sheathing, and ceiling joists in the front section are deeply charred and should be replaced. A further inspection reveals the front foundation wall has failed and settled, the floor joists are on twenty inch centers, are beam filled in the walls and there is no bridging. The west foundation wall on the rear section has failed and the floor sags and slopes ap- preciably to the west side. All the walls and ceilings have been pierced and sections torn out to eliminate the fire. The furnace is old, grates are burned out and the front case broken. ~The plumbing is real old and the wiring is inadequate. The building is located close to the alley line and the front street line. We believe the conditions that exist that are mainly caused by the fire present an attractive nui- sance for children, a further po- tential fire hazard to the neighbor- hood, and a health menace too and action should be taken to eliminate same. Attorney Hal Reynolds addressed the Council as a representative of the applicant Mr. Krapf! by stat- ing that the City has grown con- siderably since 1957 and additional cab service is needed. The primary question is one of public interest and need. Certainly the need is pre- sent. Mr. Krapf! is in a position to comply with all requirements of the City ordinance relative to the operation of taxicabs. Attorney Francis O'Connor repre- senting Joseph J. Even, the present taxicab operator in the City, stated that this matter should have the decision of entire Council. The merits in the case is mostly as to need. The present cab company and its operation is adequate. The present cab company operated at a $2500. loss last year. Only one complaint has been filed with the city in the entire life of operation of the present cab company. Cer- tainly this speaks well for the oper- ation of the cab company. Present number of cabs is excessive under normal conditions. It costs approxi- CITY COUNCIL OFFICIAL Specia Counci 450 December 13, 1965 To The Honorable Mayor and City Council Ref: Flood Damage - Sanitary Sewer Collection System. Gentlemen: The Spring Flood of 1965 caused considerable damage to the City of Dubuque Sanitary Sewer Collection System in the areas that were in- undated and in the areas that the flood waters caused surcharging in the sanitary sewer system. The main extent of the resulting dam- ages was debris and deposition in the sewers. As directed by the Office of Emergency Planning, in order to qualify for Federal relief in clean- ing the sewer, the City was re- quired to conduct a detailed sur- vey as to the extent of the dam- ages. The basic criteria for aid was deposition in the sewer sys~ tern of one half pipe diameter or more and or broken lines as the result of the flood or receding water. The City's survey of damage has been completed and inspected by a member of the Iowa State De- partment of Health and a member of the U. S. Public Health Service representing the O.E.P. Subse- quently the survey was approved and a supplemental grant was awarded to the City for the pur- pose of cleaning the sanitary sew- er system. Based on the O.E.P. grant for cleaning of the sewers, your staff received bids for the project on December I, 1965. The bids were received on the following basis. 1. Bid based on cleaning the sewer system at a unit cost per foot of pipe for different size diameter of pipe with the con- tractor supplying aI' material, equipment and personhel. 2. Bid based on cleaning the sewer system on an hourly rate with the contractor snpplying all material, equipment and per- sonnel. 3.
