"Boost Dubuque" program which
surpassed eVeryones expectations.
Dubuque can, and will meet any
challenge in the future. The new
Sears buildings, and the shopping
center will have its effect on the
downtown shopping areas. Down-
town businesses desiring to con-
tinue to thrive and grow, and the
City Council, recognizing the im-
portance of a greater growth, have
joined together in the community
development program. The City
C 0 u n c i I ordered a preliminary
parking survey as a means of good
faith, and this year, 1963, Dubuque
will have its first parking ramp
structure.
OUf city in the past, has lost
many thousands of dollars in rev.
eOlle from vacationers and con.
ventioners. This, in the near future
will be rectified by the already
erected motels, those contemplat-
ed, plus the renovation of the
Hotel Julien. This, although not
an industry as such, this will ab-
sorb a number of the unemployed
in our city.
We have this past year, speeded
up the tempo of projects which
a city must do in order to progress.
The sewers, the city services, the
water extensions, and the street
programs have all but been com-
pleted that were set out for 1962.
Weare constantly on top of our
total flood control project for our
city, and we have provided the
most advanced type of justice,
thanks to the vote of the people,
in creating, and placing the Mu-
nicipal Court into being this Jan-
uary I, 1963.
It was indeed, a very great
plea~ure, for me, to have served
as Mayor of this wonderful City
of Dubuque for the year of 1962.
My heartfelt thanks to my fellow
Councilmen for bestowing upon
me, this great honor. This I will
remember always. I wish to thank
my fellow Councilmen, our good
City Manager, Mr. Chavanelle, our
good City Solicitor, Mr. Russo, and
our very good City Clerk, Mr. Leo
Frommelt, for their fine coopera-

Present-Mayor Schaller, Coun-
cilmen Horgan, Kean, Schreiber,
Takas. City Manager Gilbert D.
Chavenelle.
Mayor Schaller read the call and
stated that this is the regular
monthly meeting of the City Coun-
cil, being the first meeting of the
fiscal year of 1963, for the purpose
of acting upon such business as
may properly come before the
meeting.
Mayor Schaller presented a key
to the City to Mr. William B. Hume
who was the first chairman of the
Dubuque Industrial Bureau, and
who now has been transferred to
another city. The retiring Mayor
expressed his heartfelt thanks to
Mr. Hume for his efforts in behalf
of the community.
The year 1962 will stand out as
one of Dubuques' most important
years in all of its history. I am
filled with pride that I will be
remembered as Mayor of 1962. I
believe 1962 can be remembered
as the turning point in our citys
development. The leaders of our
community, governmental, civic,
and religious united to produce
an organization to seek and expand
new industry. This great effort
was brought to a head by the
failure of Farley and Loetschers.
The response of Dubuquers in
support of this new effort has been
tremendous. All Dubuquers are,
as I am, proud of our wonderful
City of Dubuque. Dubuquers have
faith in their town, and Dubuquers
are willing to work hard for their
town. I woud like to single out
just one of these men~Mr. Wil-
liam "Bill" Hume, the first chair-
man of the Dubuque Industrial
Bureau, who has now been trans-
ferred to another city. Bill was
a dedicated worker and we will

for always reporting Dubuque news
correctly and honestly.
If I am to be remembered faT'
anything as Mayor, I belive it will
be for my faith in our wonderful
City of Dubuque. I have never
failed to include in any speech,
and I have had many to make,
that we should be proud of our
town, that we should talk up our
town, and that we should always
keep our faith renewed in our
town. It is my humble opinion,
that in my small way, I have
succeeded to some extent in this
endeavor. I feel I am passing to
my successor, not only the fruits
of a good past year, but also, all
the ingredients for an even greater
year in 1963.

I am returning to you the peti-
tion of Mr. Earl Kiefer, 654 Clarke
Drive, requesting the improvement
of an alley connecting the rear
of his property with Merchants
Lane,
This matter has been investigat-
ed by the Street Commissioner,
The alley referred to in the peti-
tion is actually Merchants Lane,
an unimproved street.
The Street Commissioner also
questioned the Engineering De-
partment about the problem, and
it has been determined that the
street can and should be opened,
It will require about 200 cubic
yards of fill which can be obtained
from the not too distant corner
of Kaufmann and Grandview.
The Street Commissioner has
stated that he intends to do the
work during the coming spring.
I have written Mr. Kiefer explain-
ing our proposed action.

19, 1962, you affirmed appoint-
ments to the board of Heating,
Ventilating, Air-Conditioning and
Reftrigeration. The appointments
of the seven members had been
made on a staggered term basis
as of March 16, 1962.
One of the appointees was a
mechanical engineer as required
by the Code. This appointee was
unable to serve, consequently a
vacancy has existed in the Board
membership since the appointment
date, March 16th.
See t ion 1.7.6 stipulates that
Board members shall be a res-
ident of the City of Dubuque at
least five years. The attached
letter of December 19th from the
Board requests that this residen-
tial requirement be waived in the
case of the mechanical engineer
appointee.

Gentlemen:
f have granted to the Fire De-
partment, the Police Department
and shift workers of the Water
Department a cash payment for
two additional holidays starting
January I, 1963.
In 1962 these employees were
paid for three holidays, and as
a result of the above addition,
they now will be receiving a total
pay for five holidays.
The general employment of the
City receives annually the day off
for six holidays with pay. During
the next several years one of the
granted holidays each year will
fall on a Saturday resulting in
no benefit to the employee. It
Was deemed therefore that the
granting of five holidays with pay
to the shift workers of the Fire,
Police and Water Departments was
a fair equivalent to the six holidays
granted other employees.
The holiday pay is calculated
on the annual salary which the
individual receives as of January
1st. It will be paid quarterly. The
approximate additional cost, not
considered in the 1963 budget will
be as follows:

I am enclosing a letter from
Miss Florence Becke of 2528 Staf-
ford Avenue. Miss Becke has re-
quested that the alley running
from the east property line of
Stafford to the west property line
of the alley first west of Viola
Street be vacated so that she can
purchase from the City the vacated
property.
The Engineering Department has
inspected the area and find that
the alley is of no use to the City
of Dubuque. It is being used by
a few people to walk from Staf-
ford to Viola Street. The alley is
unimproved and is an unsightly
spot too narrow to grade and im-
prove. The Engineering Depart-
ment recommends that the alley
be vacated and sold to the inter-
ested parties with the City re-
serving the rights to all existing
utility easements. The City does
have a storm sewer located in the
alley.
Along with Miss Becke's letter,
I am enclosing the recommenda-
tion of City Engineer White for

Gentlemen:
I am returning to you a petition
signed by Gene Evarts and others
requesting a traffic signal at the
intersection of Dodge Street and
Bryant Street.
This matter has been investigat-
ed by your staff. A pedestrian
count was taken at the intersec-
tion every day except Sunday be-
tween the hours of 8:00 A.M. and
4:00 P.M.
The highest number of pedes-
trians cr03sing Dodge Street at
the Bryant Street intersection in
a one day eight hour period was
sixteen. This occurred on a Thurs-
day.
The Manual of Uniform Traffic
Control Devices states that the
minimum pedestrian volume which
warrants a traffic signal is a
traffic of more than one hunderd
and fifty pedestrians per hour on
the highest volume crosswalk crosS-
ing the major street.
It is noted that the highest num-
ber of pedestrians crossing the
Dodge-Bryant Street intersection
is little more than ten percent of
the number recommended for the
installation of traffic signals.
I recommend that the petition
for traffic signals at the intersec-
tion of Dodge and Bryant be
denied. This recommenation should

a fall on January 6, 1962 on a
public sidewalk abutting 781 Hill
St., Dubuque, Iowa, whereat it was
alleged that said sidewalk was not
cleared of ice and snow.
The said claimant suffered a
fracture of the right humerus re-
sulting in a 20% disability.

6. That the Mayor and City
Clerk be and they are hereby
instructed to cause said bonds to
be prepared and when so prepared
to execute said bonds and that
the City Clerk be and he is hereby
instructed to register said bonds
in a book kept for that purpose
and to then deliver them to the
City Treasurer.
7. That the City Treasurer is
hereby instructed to sell said bonds
in the manner provided by law,
the procecd~ of said sale to be
)>laced in a special fund to be
known as Special Assessment Fund
No. 1242 and paid out by him
to pay the cost of said contract.
8. That thc interest coupons at-
tached to the bonds be signed with
the facsimile signature of the
Mayor and countersigned with the
facsimile signature of the City
Clerk.
9. That as fast as funds allow,
beginning with the second year
after the payment of interest due,
the City Treasurer is directed to
call these bonds in the same order
as numbered.
