On February 17, 1959, notice of
claim was filed by Joan M. Saul
and thereafter on January 20, 1961
notice of suit was served upon the
City of Dubuque wherein Joan M.
Saul, as plaintiff against City of
Dubuque as defendant, claimed
damages in the amount of $3100.00
for injuries allegedly suffered on
or about the 23rd day of January
1959, as a result of falling on the
steps leading from the Police Sta-
tion onto 13th Street, which steps
allegedly were in a rough condition
due to an accumulation of ice and
snow thereon, and which condition
allegedly existed for an unreason-
able length of time.

Gentlemen:
On December 14, 1959, notice of
suit was served upon the City of
Dubuque wherein Dorothy Curler
for her daughter, Karen Curler,
claimed damages against the City
of Dubuque, Iowa, in the total
amount of $5500.00 for injuries al-
legedly suffered by the said minor
child as a result of a fall on a
public sidewalk at or near 1175
Washington Street in the City of
Dubuque, Iowa.
Plaintiffs have made an offer of
settlement in the amount of $250.00
plus court costs of $14.25, and it is
the recommendation of the City At-
torney that said offer of settlement
be accepted and that the City Aud-
itor be instructed to draw a war-
rant payable to Dorothy Curler, na-
tural parent of Karen Curler, a
minor, and to Dorothy Curler, as
next friend of Karen Curler and to
Dorothy Curler and her husband,
Arnold Curler, individually, and to
transmit same to the City Attorney
for delivery upon receipt of duly
executed dismissals and releases.
The foregoing action has been
pending in the District Court of
Iowa in and for Dubuque County,
bearing law number 36287.

that they are not in favor of liquor
by the drink nor in any other form
and further that the expense of
liquor by the drink will be far
greater than the tax revenue that
could be received, presented and
read. Councilman Schreiber moved

Rev. Cunningham of 1141 Main
St. addressed the Council relative
to the evils of liquor by the drink
and voiced strong opposition to any
endorsement of liquor by the drink
prior to action taken by the Coun-
cil. He admonished the Council
that they should be concerned
with disrespect for the law. He
further stated that he is in sym-
pathy with those that lose their
position because of the crackdown
on the sale of liquor but the prob-
lem is not really economic but
one of law enforcement or lack
of it.
RESOLUTION NO. 29-63
Whereas, there exists in the
City of Dubuque numerous licensed

ternal orders, restaurants and ho-
tels; and
Whereas, the future of these
various economic activities is under
consideration by the 60th General
Assembly meeting in Des Moines;
and
Whereas, each citizen's right to
petition on his elected represen-
tatives is protected by the 1st
Amendment to the United States
Constitution and by Section 20
of Article I of the Constitution of
the State of Iowa.
NOW THEREFORE BE IT RE-
SOLVED BY THE CITY COUNCIL
OF THE CITY OF DUBUQUE,
IOWA:
Section 1. That the following
economic evaluations are relevant
to the several licensed beer per-
mit taverns, clubs, fraternal or-
ders, restaurants and hotels if
present conditions continue:
A. Gross sales volume f r o m
which profits may be derived
will be reduced by $1,284,900.
B. Payroll w i 11 decrease by
$218,400.
C. Number of full time employ-
ees has been reduced by 81.
D. General tax loss in the city
will be $40,996.
Section 2. That the above econ-
omic evaluation be made available
to the citizens of Dubuque and
that they be and are hereby urged
to exercise their right of petition
to their elected representatives in
the General Assembly.
Section 3. That the City Council
of the City of Dubuque communi-
cate the above economic evalua-
tions to the proper elected repre-
sentatives in the General Assembly
with the request that due consider-
ation be given to a solution of the
projected consequences of the pre-
sent situation.
