01. APPROVAL OF MINUTE~
Jim O'Neill made a motion to approve the minutes of the 10/22/2001, 11/11 &
12/2001, 11/15/2001, and 11/18/2001. The motion was seconded by John
Markham. AYES: All. NAYS: None.

A. Revenue passenger enplanements:
1) American Eagle was up 24.49% for the first ten months of 2001
compared to the first ten months of 2000.
(2) Northwest Airlink was down 13.13% for the first ten months of 2001
compared to the first ten months of 2000.
(3) United Express ceased service to Dubuque on September 4, 2001.
(4) Overall Airport totals were down 0.88% for the first ten months of
2001 compared to the first ten months of 2000.

Aircraft Operations:
Aircraft operations (takeoffs and landings) were up 1.83% for the first ten
months of 2001 compared to the first ten months of 2000.
C. Aviation Fuel Gallons Pumped:
(1)
100LL AVGAS gallons pumped were up 2.36% for the first ten
months of 2001 compared to the first ten months of 2000.
(2)
JET A Fuel gallons pumped were up 9.82% for the first ten months
of 2001 compared to the first ten months of 2000.
(3)
Overall fuel gallons pumped were up 8.12% for the first ten
months of 2001 compared to the first ten months of 2000.
The Commission remarked on the upswing in the amount of fuel purchased by
Crescent Electric.

SEPTEMBER & OCTOI~ER 220'1 FIXED RASE OPERATION REPORTS
The Commission reviewed the Operating Statements for the FBO.
0~_ AIRPORT CONSTRUCTION UPDATES
The Airport Commission was advised that Phase Three of the runway 18/36
Extension project was almost complete and a final inspection was completed in
September and also inspected by the FAA state engineer. This project will no
longer appear on the agenda. Phase Two the Terminal Exterior is also being
closed out and is ready for the final payment. This project will no longer appear on
the agenda. The FAA scheduled the new MALSR system for a flight check. This
project has not been completed and will continue to appear On the agenda.
06. CHARTAIRE'S DISCUSSION ON RELATIONSHIPS
Chuck Clayton was unable to attend due a medical appointment. He asked to be
on the agenda the following month.
07_ TASKFORCE REPORTS
Doug Brotherton reported that the general aviation Task Force had not met, hence
there was no report. John Markham said marketing also had not had a meeting.
Jim O'Neill said the Air Service meeting was cancelled when Mike Van Milligen
was unable to attend, as the agenda was the yeady update with the City Manager.
08. REPORT ON TRIP TO WASHINGTON: DC
Ted Goodmann reported her tdp with John Markham and Bill Baum was very
successful. They were able to meet with congressional staff people in Nussle's
office as well as with Rich Bender at Senator Harkin's office. They also visited with
John Conrad at Senator Grass ley's office. They were able to talk with Will Card
regarding a type of radar for the Dubuque Airport. Ted had a good talk via phone
with Sally Veith who was very busy with legislation on the hill. John, Bill and Ted
met with Will Riss from American and several people in his office, John remarked
that Ted had done an excellent job in arranging all the appointments which were
about an hour apart so they were able to make good use of all their time, which
John felt was quite an accomplishment with everyone!s schedules to coordinate.

Teri Goodmann explained to the Commission she had talked with Mike Van
Milligen about splitting the cost between the City and America's River Project, the
City only paid her aiffare the rest was paid by America's River.
09. ,~TJ ~;~T.~ ~
The Commission reviewed the projects the staff had been working on over the
past weeks. The Commission asked Bob Boleyn what was discussed at the
tenant meeting, which was mainly snow removal procedures.
The Commission had the list of the Airport Goals and Objectives. Rick Goodin
asked members to review the list and determine if there were any priorities that
had changed. The Commission was also given the section of the budget deals
with future initiatives and were asked for their input. Rick Goodin will be working
on changes and will interested in any feedback from the Commission. Rick will
also be working on a power point presentation for the budget hearing with :the City
Council.
11. AIRPORT MANAGER RECRUITMENT
Doug Brotherton moved that Andrew Perry be appointed Airport Manager and the
starting date is January 7, 2001. This motion was seconded by John Markham.
AYES: All. NAYS: None.
Rick Goodin read parts of the press release giving some of the background and
qualifications of Andrew Perry. The Commission asked staff to fax the release out
to the media and City Council after the meeting.
The Commission also thanked Doug and Rick for their time and effort expended
on the project. Doug also thanked the staff for keeping things together under
some extra-ordinary circumstances. Rick also mentioned the staff was able to
keep the Part 139 Safety Record for the 11th year.
Rick Goodin said he would like to thank Randy Peck and the panel members for
their participation. Ted Goodmann suggested the staff and the new manager
attend a City Council meeting to introduce Andrew Perry to the Council members
and City staff

The Commission discussed the fatai airplane crash on September 3, 2001. Doug
Bmtherton discussing facts available on the NTSB web site and gave the
information to the Commission. At this time there are no preliminary findings. The
Commission thanked Jim O'Neill for going out to the airport and to Bob and Ryan
who were the Operations Specialists who handled the accident. The Commission
thanked them for their very professional handling of the accident.
AIRPORT PARKING RATES
The Commission discussed the annual parking rates for calendar year 2002. The
current rates are $185.00 for the regular annual and $265.00 for the special annual
parking pass. The staff recommended the rate not be changed this year as the
rate had increased almost 40% last year. There was some discussion about
changing it in incremental steps but not starting this year. The Commission
concurred the annual parking permit remain at the current rate
_1_4. CONTROL TOWER RADAR
Doug Brotherton talked with the Commission about a unit, which would allow the
control tower in Dubuque to have a slave read-out from the Chicago radar
system. This would be a very important safety measure for Dubuque. The
system favored by the FAA will not work in Dubuque because of the terrain.
There is another version of this system called Tardis, which could possibly work
in Dubuque. Currently, the FAA favors the other system, however, Doug was
informed that with political help the FAA could consider a Tardis system for
Dubuque. There would be some cost involved and Doug asked the other
Commission members if he should proceed with his investigation. At this point
the cost is unknown, possibly $10,000 or more. The Commission thought safety
was the most important issue and asked Doug to proceed exploring the
possibility of Dubuque's getting a type of radar readout for the control tower.
Funding sources will be explored.

Ted Goodmann had a handout from the City Manager regarding problems the Des
Moines Airport was having with over-estimations from their consultant, which will

delay their airport expansion.
Jim O'Neill moved to adjourn the meeting.
