allowed to deteriorate through
weather and vandalism to the ex-
tent that same has become a detri-
ment to the neighborhood, a haz-
ard to adjoining owners, an attrac-
tive nuisance for children and
vandals, and a very definite fire
hazard to the general neighbor-
hood.
Windows are broken, frames are
missing, doorways are ajar and the
inside is cluttered with household
items in a great state of disarray.
The half story or attic section is
full of comhustible storage that
has accumulated and been saved
by the previous tenants through
the years. The wiring is open in
places, fixtures are missing, the
plumbing fixtures are old and di-
lapidated. The garage section in
the rear' is in danger of collapse
and could spill out in the street.

The owners and interested par.
ties have been contacted but due
to the legal standing of this prop-
erty, which is in an estate, none
will spend any money to protect
the buildings.
The conditions as exist today
are serious, detrimental and a haz-
ard to all the immediate area and
extremely unattractive to the gen-
eral public.
We recommend that immediate
action be taken to rectify this dan-
gerous condition.

Gentlemen:
The petition of Phil Powers re-
questing several types of rezoning
along part of Asbury Road and
Old Timers Road has been con-

After careful consideration the
Commission feels that some rezon-

Timers and Asbury Roads. But to
rezone the areas requested it does
not appear feasible at this time.
Therefore the Planning & Zon-

not aware of the feeling in the

As to traffic she was sure that
it would be no more than for a

Mr. L. Kartman of 1403 Rhom.

much traffic in the alleys and the
building is less than three hundred

Fischer Investment Company is
the owner of the real estate on
all sides adjacent to and abutting
said Lot B-12 and desires to pur-
chase said parcel from the City
of Dubuque. The Company desires
to purchase said property in order
to build an addition to its present
facilities, which addition would be
required pursuant to negotiations
now being had with third parties.
Fischer Investment Company has
over the past ten years used the
area which consists partly of Lot
B-12 and the area directly west of
this lot, as a location for the fill
secured from demolition of other
Fischer properties. We feel that
this amount of fill has a value of
at least $1,250.00. Said wiIl thereby
has increased the value of Lot B.12,
at a cost to the Fischer Investment
Company.
Therefore, Fischer Investment
Company is willing to pay $750.00,
for the purchase of Lot B-12, which
such has already been vacated, and
is willing to further stipulate that
in the event that a building costing
$75,000.00 or more is not begun
within two years after the transfer
of title, that the City has the option
to repurchase his land for the same
amount that we purchased it, name-
ly $750.00. Said option to be in

period expires.
