Chairperson Pregler called the meeting to order at 7:00 p.m. following staff assurance of
compl ance with Iowa Open Meeting Law.

FY03 Annual Action Plan
Community Development Block Grant Program
Public Input, Budget Requests
Set Public Hearing for December 6, 2001
Aggie Kramer reviewed a draft of the proposed Annual Action Plan. She stated that in
order to meet the deadline, a public hearing will be scheduled for December 6, 2001.
The Commission then asked for public input and budget requests.
Tracey Rush from the Northeast Iowa School of Music requested $15,281 to fund three
teachers.
Nancy Zache, Fett rep, esenfing the Teen Ce,,,er, e,~ues,e,~ $,,0,00,, ,,,, o~e, a,,,~ and
general expenses to get the Teen Center up and running.
Gary Carstens from the Lifetime Center requested $20,000 to supplement the operating
budget. Commissioner Giesen stated that he believes half of the funding should come
from Leisure Services. Commissioner Kelley stated that would like a letter to the City
Council requesting other sources be considered for the Lifetime Center including the
County Supervisors.
Maggie Norby from Project Concern / information and Referral requested $3,500 for
printing 5,000 copies of the Downtown Neighborhood Resource Guide.
Ken Kringle from the Bluff Street Neighborhood Association requested that the
Neighborhood Infrastructure Improvements allocation be increased. He stated that his
association alone needs more than the budgeted allocation.
Commissioner Maloy departed at 8 p.m.
Wayne Klosterman from the Northend Neighborhood Association stated that the
Neighborhoods Support Grants allocation be increased. He also stated that he feels the
funds should be divided up on a per capita basis, given the variance in population of the
neighborhoods.
John Gmnen from Four Mounds requested $35,000 for the Youth Empowerment
Services (Y.E.S.) Program. Commissioner Giesen requested John Gronen to prioritize
the items he is requesting.
Aggie Kramer stated that the requests from the Northeast Iowa School of Music, Four
Mounds and Project Concern could possibly be funded by cp2 funds.
Commissioner Isenhart requested that staff review the Teen Center proposal and make
a recommendation to the Commission.
Commissioner Isenhart moved that the applicants from Four Mounds and Northeast
Iowa School of Music be referred to the cp2 funding process, not the FY03 Budget.
Commissioner Kelley seconded. Roll call. Giesen-nay; Wainwright-nay. All others
present in favor. Motion passed.
The Commission requested staff=to prioritize the FY03 Budget, including a breakdown
by public services and staff costs.
David Hards d stdbuted an article from the Washington Report regarding CDBG
timeliness. It stated that letters wil be sent out, outlining how HUD will sanction
grantees who do not meet the timeliness of expenditure requirements.

Community Center This workshop will focus on an evaluation of the Housing
Departmenfs customer service and Housing Summit process. Commissioner Giesen

Aggie requested the Commission to set the public hearing for the FY2003 Annual Action
Plan. Commissioner Neustadt moved to set the public headng for December 6, 2001 at
7 p.m. at St. Mark Community Center. Commissioner Kelley seConded. Roll call. All
present in favor. Motion passed.
