Minutes Historic Pres 01 11 15MINUTES REGULAR SESSION Thursday, November 15, 2001 5:00 p.m. Auditorium, Carnegie Stout Library 360 W. 11th Street, Dubuque, Iowa PRESENT: ABSENT: Chairperson Terry Mozena; Commission Members Ken Kringle, Jim Gibbs, Chris Wand, Suzanne Guinn and Audrey Henson; Staff Members Laura Carstens and Wally Wernimont. Commission Member Pam Bradford. AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the meeting was being held in compliance with the Iowa Open Meetings Law. CALL TO ORDER: The meeting was called to order by Chairperson Mozena at 5:08 p.m. MINUTES: Motion by Henson, seconded by Gibbs, to approve the minutes of the October 18, 2001 meeting as submitted. Motion was approved by the following vote: Aye - Kringle, Gibbs, Guinn, Henson; Nay - None. Motion by Guinn, seconded by Wand, to approve the minutes of the October 9, 2001 special meeting as submitted. Motion was approved by the following vote: Aye- Kringle, Wand, Guinn, Henson and Mozena; Nay - None; Abstain: Gibbs and Mozena. NOTE: Commissioner Wand arrived at 5:10 p.m. DESIGN REVIEW: Application of David & Julie Cox for a Certificate of Appropriateness (tabled) to replac® porch roof on front of the building located at 407/409 Loras Boulevard in the W. 11m Street Historic Preservation District. The applicant was not present. Staff Member Wernimont reviewed the proposal, which had been tabled for more information and drawings detailing the porch design elements. He described the porch style, noting it would be constructed of wood with a roof pitch of 5 degrees and details on the porch eave to reflect the dentils on the roof eaves. He said the roof will be covered with fiat rolled asphalt or a rubber roof. Commissioner Gibbs discussed the need for dimensions on the various design elements provided on the sketch form by the applicant in order to determine if the scale and mass are proportionately appropriate for this Italianate building. Commission and staff members could not determine the dimensions from the sketches provided, although consensus was that the general concept seemed to fit the design of the building. Minutes - Historic Preservation Commission November 15, 2001 Page 2 Motion by Guinn, seconded by Wand, to table the application pending receipt of dimensions for all design elements of the proposed porch to be shown on the drawings provided. Motion was approved by the following vote: Aye - Kdngle, Gibbs, Wand, Guinn, Henson and Mozena; Nay - None. DESIGN REVIEW: Application of David & Julie Cox for a Certificate of Appropriateness (tabled) to add a porch roof on the front of the building located at 460 Loras Boulevard in the W. 11th Street Historic Preservation District. The applicant was not present. Commissioner Gibbs noted the lack of dimensions on the drawing made review difficulL Commissioner Wand felt the drawing was not to scale, so the elements of the porchwere not shown in accurate proportion to the doorway or facade. Commissioners felt it was not possible to make a decision without more detailed information. Motion by Wand, seconded by Kringle, to table the application pending receipt of dimensions of the design elements in scale with the doorway and fac~,ade. Motion was approved by the following vote: Aye - Kdngle, Gibbs, Wand, Guinn, Henson and Mozena; Nay - None. DESIGN REVIEW: Request for reconsideration of Bonjour Estates, L.C./Highlands of Dubuque, L.C. for a Certificate of Appropriateness to replace asbestos roof with asphalt roof at 663 W. 11th Street in the W. 11th Street Historic Preservation District. The applicant was not present. Staff Member Carstens reviewed the Commission's decision. Staff Member Wernimont presented two samples of asphalt shingles provided by the applicant. He explained that the applicant would like the Commission to reconsider its requirement to use the carriage house asphalt shingles, which cost $130 a square and allow the use of standard asphalt shingles, which costs $45 a square. Staff Member Carstens noted the roof project required 16 squares. Staff Member Wernimont noted the carriage style had a lifetime warranty while the standard shingles had a 30-year warranty. Staff Member Carstens noted the applicant has applied for a 5% interest rate emergency roof loan from the Housing and Community Development Department. Commissioners discussed the purchase price and life cycle cost differences and pdor Commission decisions on roof replacement. Motion by Mozena, seconded by Gibbs to approve the carriage house shingle, because it is more in keeping with the style of the structure and has a lifetime warranty. Motion was approved by the following vote: Aye - Kdngle, Gibbs, Wand, Guinn, Henson and Mozena; Nay - None. DESIGN REVIEW: Request of Brian Frank for approval of front facade improvements at 1335 Dell Street in the W. 11th Street Historic Preservation District. Staff Member Wernimont reported that Brian Frank has requested approval of the front far,.ade improvements at 1335 Dell Street. Commissioners and staff reviewed the Dell Street Subcommittee compromise for this project, and the extent of improvements made by Mr. Frank to the front facade. Consensus was for the subcommittee to do a site inspection and then provide the results of their inspection to staff. Staff then was to forward the subcommittee report to Mr. Frank. NOTE: Commissioner Henson left at 6:00 p.m. ITEMS FROM COMMISSION: Commissioner Wand reviewed the design plans Durrant had developed for Town Clock Plaza and the bid/award schedule. ITEMS FROM STAFF: Commissioners reviewed a number of informational items provided by staff: design review staff sign-offs for 1455 Main Street, 571 Wilbur Street, 560 W. 11 ~ Street, and the Jefferson Park railing, National Register status of Four Mounds, Town Clock building and the former YMCA building; correspondence from Mercy Medical Center pertaining to the historic building at 120 Hill Street to be relocated or demolished; correspondenCe from the Downtown Neighborhood Council pertaining to the design guidelines for streetscapes, an update on the design project, and information about the state-wide historic school inventory project. VIDEO: Commissioners and staff reviewed the video and script for "Defensible Decision-Making: Preservation Commissions and the Law," produced by the Maryland Historic Trust and provided on loan by the State Historical Society of Iowa.
