Chairperson Jim Holz called the meeting to order at 7:32 a.m. following staff assur~mce
of compliance with Iowa Open Meeting Law.

Harry Neustadt moved to approve the 23 August 2001 Housing Trust Fund Committee
minutes. Doris Hingtgen seconded. Roll Call. John Henning abstain. All others present in
favor. Motion passed.

New Business
Fiscal Year 2003 Budget
Kathy Lamb presented information regarding the one-year continuation of the Lead Hazard
Reduction Program. She requested to transfer CDBG funds from the $75,000 FY03 Trust
Fund allocation for use by the lead paint program. The Committee is supportive of the
request, in the amount of $37,900, however, the Committee also requested the
consideration of other alternatives. The Historic Preservation Homeowner Grant Program
is recommended in the Annual PlarVCDBG budget for a $20,000 FY03 allocation. The
Historic Preservation Revolving Loan Fund has been capitalized with $200,000 in UDAG
funds of which Joleen Patterson stated $75,000 remain uncommitted at the present time.
The Committee requested the consideration of the City Manager for the use of either of
these revenue sources to support at least half of the requested amount for the lead paint
program in FY03. If unwilling to approve the proposal, the Trust Fund will support use of its
FY03 CDBG allocation in the amount of $37,900 for the lead paint project.
The Committee also requested that this matter be referred to the Community Development
Commission, for consideration at its December 6 public hearing on the FY03 Annual Plan.
Information Sharing
David shared information regarding an application to IDED for HOME Program funds for
comprehensive rehabilitation involving a square block area at 20th-21st Street, Washington
and Elm St. John Gronen has proposed to build a commemial/retail center in a historical
architectural style with second floor residential housing. The concept is to induce as many
property owners as possible to participate in restoring or selling properties as needed to
improve the area.

adjourn. Harry Neustadt seconded. Motion passed by voice vote. Meeting was adjourned
at 8:32 a.m.
