chants Bureau of the Chamber of
Commerce expressing concern
Over the lack of progress on the
long awaited parking ramp, pre-
sented and read.
Mr. Roger J. Kearns of 301 S.
Grandview spoke of the deep con-
cern of all merchants on the pro-
gress of the ramp and hoped that
further progress will be made soon.
Mr. Cliff Walsh of 1728 Diane Court
stated that he is very much for
the building of an adequate ramp
downtown even though his bus-
iness is up town. Selfishness plays
no part in the progress of the
City. N. J. Yiannias of 509 Bradley
street stated that he urges the
Council to look for reasons why
the ramp should be built. Mr.
George Cassat of 1759 S. Grand-
view stated that the proposal to
build the ramp is not a proposal
that will affect the tax millage. All
parking facilities are free of debt.
Parkers of DUbuque will pay for
the structure.
After considerable discussion
Councilman Schaller moved that
the City Manager be authorized to
pick an alternate designer in this

claim alleges defective condition
in the public walk as a result of
which condition the said Susan
Lynn Adams, aged five years, fell
and suffered injuries.
I have made an investigation of
this matter and the said James M.
Adams, father and natural guardian
of said minor has made an offer
of settlement in the amount of
$100.00, and it is the recommenda-
tion of the City Attorney that said
offer be accepted and that the
City Auditor be instructed to draw
a warrant payable to James 1'1.
Adams, parent and natural guard-

a resolution establishing a Du-
buque County Municipal Defense
Agency. The request is made at
this time because it is believed
that the time granted for re-
organizing our civil defense has
almost elapsed and that action
should now be taken to insure the
continued operation of a well
established program.
I am enclosing a brief of the
proposed plan which sets out the
details of a Dubuque County
Municipal Civil Defense Agency
and its financing by the City of
Dubuque. Also, I am enclosing
sample resolutions which will be
considered by the County Board of
Supervisors and officials of other
cities and towns in the County.
This material was previously
sent you and the plan reviewed
during an informal discusion. I
urge your prompt action and
recommend the approval of the
resolution.

proving human relations.
2. The Commission shall conduct
educational programs which pro-
mote understanding, goodwill, and
equality of opportunity.
3. The Commission s hall en-
courage and facilitate wise adjust-
ments to social problems and op-
portunities.
4. The Commission shall provide
for mediation and conciliation
through conferences.

and consult with the Mayor, City
Council, and City Manager and
shall render to them an annual
written report.
Section IV
ORGANIZATION. The Commis-
sion shall consist of such members,
to be appointed by the Mayor, with
the approval of the City Council.
One of these me'lIlbers shall be
designated by the Mayor as Chair-
man. As nearly as possible the
members' shall be representative
of religious faiths, racial groups,
management, labor, and all seg-
ments of the population. They shall
serve without compensation.
Of such members first appointed,
33%% shall serve for one year,
331;3% for two years, and 33%%
for three years; thereafter, all ap-
pointments to the Com mission
shall be for a term of three years.
Section V
MEETI)l"GS. Regular meetings of
the Commission shall be held on
alternate months, the date to be
specified by the Commission. Spe-
cial meetIngs may be called. The
annual meeting shall be held in

BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF DU-
BUQUE that pursuant to a Resolu-
tion of Necessity No. 172-63 which
was duly passed by this Council
for the construction of a seventy-
eight inch (78") storm sewer in
Shiras Avenue from the existing
storm sewer adjacent to the Park
Entrance to a point one hundred
fifty feet (150') east.

dered and constructed by this
Council upon its own motion and
with or without the petition of the
property owners. All the work shall
be constructed in accordance with
the plans and specifications here-
tofore adopted and now on file
in the office of the City Clerk.
BE IT FURTHER RESOLVED
that the cost and expense of the
said improvement be paid from
the Sanitation Fund.
BE IT FURTHER RESOLVED
that this resolution being deemed

cil by stating that since he had
written his letter be talked to Mr.
Hail and it presently looks like a
solution to the problem is on the
way. Mr. Hail, superintendent of
the water department stated that
they are presently waiting for an
expert to make proper adjustment
of the bigh altitude valve recently
installed. In two blocks of area
there could be a difference of
forty pounds pressure. There is a
difference of sixty-eight pounds be-
tween the low and high system. He
is proceeding cautiously in order
to keep all residents in the area
properly protected against any dam-
age to the present system and
equipment because of excessive
pressure.

men-Earlier today I released to
the press a statement noting my
intentions to favor the acquisition
of land for a parking ramp site.
For the past year we all have been
aware of the need for this ramp.
During this time I have consist.
ently maintained that the choice
of a site should come before the
ramp design is selected. I am more
firmly convinced of this than ever
before. It is most important for
Dubuquers to note that there will
be no taxable bond issue and no
assessment necessary to pay for
the ramp. The money will come
wholly from Dubuque's parking
meter fund. This parking is pro-
vided for the citizens of Dubuque
and is a progressive step forward
for our people. Aware of the grow-
ing needs of the community and
the need to move ahead, I present
the following motion for your con-
sideration: I move that the City
Manager and the City Solicitor be
instructed to proceed with nego-
tiations with the Chamber of Com-
merce, the Telegraph Herald and
Roshek Realty to purchase their
properties between 8th and 9th
streets and Locust and Bluff
streets. I further move that this
be done within two weeks and that
if such negotiations do not then
materialize that further necessary
legal steps be taken for the City
of Dubuque to acquire this prop-

James Corbett of 770 Dodge street
addressed the Council by stating
that the Council had already com-
mitted themselves to the use of
Peabody street last May for the
benefit of the residents in the
neighborhood and the street
should remain as it is. Mrs. Vera
McAllister of 821 Dodge Street
stated that Peabody street is to
be used for street purposes only.
Said fact is verified by the word-
ing of deeds and abstracts that
were presented in evidence show-
ing the status of the street as
given by ArchbishOp Hennessey.
Attorney David Hammer, repre-
senting Malo and Helling, stated
that there is no reason to put a
street in because abutters already
have access. It cannot be used as
a parking lot. What are the rela-
tive merits to the town is the
question. The Dodge House wants
to expand their facilities, there
is a lot of money involved here.
A lot more taxes will be coming
in. Times change and conditions
change, and uses of property
change. There is no reason why
Peabody street should be paved.
Besides it is a vertical incline.
There is a definite need for this
property. Mr. Frank McAllister
posed the question why the upper
part of Peabody was ever sold to
the Sisters back in 1947, stating
further than the possibility of pav-
ing Peabody up over the bluff
be considered thereby taking a lot
of traffic off Dodge street.
