The mayor and the Dubuque City Council members are the leaders and policy makters elected to represent the community and to concentrate on policy issues that are responsive to residents' needs and wishes. The city manager is appointed by the city council to carry out policy. The city council also appoints the city attorney and the city derkt. The Dubuque City Council meets on the first and third Monday of each month in the Council Chambers on the second floor of the Historic Federal Building at 350 W. Sixth St. The meetings begin at 6:30 p.m. and are broadcast live on CityChannel, Dubuque's local government access channel (852 and 8 on the M ediacorn cable system). Meetings are also streamed live and archived on the City website at www.cityofdubuque.org/media. The newly upgraded facility uses anaerobic digestion to breaks down accumulated bio- solids. Anaerobic digestion involves a process using bacteria, without oxygen, to breaks down the solids from the waste water treatment. From there, the bio - solids that are created move into the digesters and the methane generated from that process is used in cogeneration, providing heat for the digesters and electricity for plant use. The digested solids are applied to farm fields as a soil conditioner.
