Van Milligen, City Manager December 17 Work Session Attached is the latest information provided by HOK Venue. the consultants designing the conference and education center. Included in this information is revised elevation drawings, floor level plans, landscaping designs, revised schedule and cost estimates. A summary sheet of the cost estimates is provided which shows a base bid for construction of the conference and education center of $25,135,202 or-.7% under budget. The estimate base bid with the alternates is $27,397,290 or 8% over budget. These estimates are based upon a design that is 70% complete. It is the consultant's opinion that thru a thorough design analysis additional cost savings will occur. Based upon input from the City Council at the December 17 work session, the consultants will continue with design development and value engineering. In reviewing the project with HOK Venue and with the City's Project Manager, Jim- Kolf from Durrant. it has been determined that this project should be a general construction project versus and construction management project. Several factors have influenced this recommendation including 1) a more favorable bidding climate for general construction projects; and 2) a redundancy of responsibilities between the City's Project Manager and a construction manager. Administrative Services Manager MEM ORANDUM December 13, 2001 TO: FROM: SUBJECT: Mike Van Milligen, City Manager Cindy Steinhauser, Assistant City Manager December 17 work session material Introduction The purpose of this memorandum is to provide information on the status of the design of the conference and education center for the December 17 City Council work session. BackRround On November 5, the City Council held a second work session to review the design of the conference and education center. Included at this work session was the design consulting team from HOK Venue and members of the design committee including: Rick Dickinson from GDDC, Jerry Enzler from Dubuque County Historical Society, Jim Rix and Dave Hockenberry from Platinum Hospitality, Sue Czeshinski from Dubuque Area Chamber of Commerce, and city staff including Pauline Joyce, Rich Russell, Laura Carstens, Pam Myhre, Bob Schiesl and myself. Following the work session, HOK Venue continued to meet with the committee to revise the design and cost estimates. Discussion Since November 5 the committee has met on three separate occasions to discuss design modifications. The following is a summary of the changes in the design since it was last presented to City Council on November 5: · The shape of the roof of the spine was change from flat to curvilinear to complement existing rooflines; · Increasing the height of the building spine from 83' above the ground to 73' above ground. This equates to 59' above the riverwalk versus 50' as last shown (as a point of reference, the Clarke College atrium is 53' in height). · The height of the spine roofline was adjusted to maximize the distance inside the conference center where one could still view the courthouse gold dome. · Column bases are wrapped in limestone; · The north, south and west elevations show a 8' ~mestone base with colored and textured precast above. As last shown, there were limestone columns every 30' with precast panels in between; · Additional glass was added above the exhibit hall space to allow for light penetration and to serve as a future cost saving measure on electricity. In addition, there were numerous discussions on the landscape features of the conference center. They include: · Trees and plantings along Bell Street and side streets; · Trees and shrubs to screen parking and loading areas; · A 225' promenade from the conference center entrance to the water feature and sign that is bordered with trees, shrubs and flowering plants; · A "grand lawn" on either side of promenade with textured sidewalks to allow for passive recreation and to serve as an area for large outdoor events; · A 5,000 square foot exterior plaza directly south of the entrance for outdoor events. This plaza will include decorative concrete embedded with subtle images of the Mississippi River and the tri-states as a form of public art. The plaza will also be screened along the south to create a separation from traffic; · A large outdoor patio on the east side adjacent to the riverwalk. This patio ranges from 25' - 60' in depth and approximately 1' higher than the riverwalk to allow for a separation of event areas. An 18" limestone wall with incremental plantings will serve as a seating area and provide further separation between the patio and dverwalk. This wall will include four cutouts to provide access to the riverwalk. · Cascading stairs to the river will be located directly below the river room and will be angular to visually accentuate the iconic feature of the Center. These stairs will be 18" in depth, however, we are looking at including a regular set of steps in the design to allow for easy maneuvering. As indicated in the attached budget information, revised estimates show the base bid at $25,135,202 or -.07% below the City's budget without our contingency of $1,667,142. An estimate of the base bid with alternates such as the river room, additional prefunction space and enhanced landscaping is $27,397,290 or 8% over the City's budget without our contingency. According to HOK Venue, this is still a very good position to be in during design development. Based upon input from the City Council, HOK will further evaluate the following areas to reduced the total project estimate: 1. Landscaping 2. Interior finishes 3. Square footage for "back of house" needs such as kitchen, technology room etc. Also attached is a revised construction schedule with a completion date of November 28, 2003. In order to meet this schedule the project will be broken into two bidding phases. The first phase will be for site improvements and a foundation package that will be bid in February 2001. The second phase will be for all other construction and will be bid in April 2001 .' It is the opinion of HOK Venue and the City's project manager Jim Kolf that we are in a favorable bidding climate for a general construction project. Action The requested action is to proceed with taking this information to City Council at the December 17 work session.
